Jeffrey Gouveia was named president of Suffolk Construction Co.'s Southeast region, based in West Palm Beach, Fla. Gouveia, who helped launch the firm's regional presence, replaces former region general manager Rex Kirby. Richard "Dick" Wells, vice president of Kleinfelder and its transportation market manager in Greensboro, N.C., has been elected chairman of the American Council of Engineering Cos. Wells had been president and a director of ACEC's North Carolina chapter.
Martin Moser was promoted to senior vice president of Barnhill Contracting Co.'s building division, based in Raleigh. A 17-year veteran of the firm, he had been the division's vice president since 2010.MOSER
Barnhill also promoted Gail Suson to vice president of preconstruction services. Suson joined the company in 2006 and had served as director of preconstruction services since 2010.
Steven Crall, a 30-year industry veteran, has joined Barnhill as its new director of preconstruction. Barnhill also promoted Kelsie Williamson to minority small business preconstruction coordinator. She had been hired in 2007 as a preconstruction services administrator.
Also joining Barnhill's building division are Josh Gray and Peter Delorier as project engineers, James Solomon Jr. as a superintendent and Wesley Quick as assistant superintendent.
Patrice Gilmore has joined Holt Brothers Construction, Raleigh, as vice president of supplier diversity and inclusion. She was senior supplier diversity manager at Lend Lease Inc., where she implemented a program aimed at assisting small, minority and women business enterprises.GILMORE

Joe Watkins will become director of the general engineering department at Clemson University, effective Aug. 15. He was most recently associate professor and general-engineering program director in the mechanical engineering department at the U.S. Naval Academy.
Allen Douglas has been named executive director of the Florida Engineering Society and Florida Institute of Consulting Engineers/American Council of Engineering Cos. of Florida, based in Tallahassee.DOUGLAS

Rick Goldman has been named manager of business development, marketing and estimating for PCL Construction Services in Orlando. He joined the firm in 1997 as a project engineer. Goldman replaces Bob Hopfenberg, who was promoted to vice president of national business development. A 22-year industry veteran, he will oversee PCL's large national pursuits and its U.S. marketing team.
In addition, Doug Baggett has been named manager of special projects in Orlando. He joined PCL in 2013 and most recently worked as special projects estimator.
Christine Kefauver has joined HDR as managing principal in Orlando. She was transportation policy adviser to Mayor Buddy Dyer, helping advance development of the SunRail rail line. Kefauver has 25 years of transportation planning and policy experience.KEFAUVER
Claudia Bilotto has been named a senior supervising planner in the Atlanta office of Parsons Brinckerhoff, where she will lead its Georgia planning and environmental practice. Bilotto was a project manager and lead planner on assignments that included development of state and municipal transportation plans. Prior to joining PB, she was an associate vice president in Atlanta for AECOM Technology Corp., managing projects for the Georgia Dept. of Transportation.
In the Tampa office, Al Westerman joins PB as a port/maritime security specialist. His global project work includes vulnerability assessments. He has 38 years of related experience.
Chris Lory has been named construction services leader for HNTB Corp.'s Florida and Georgia operations. Lory joined the firm in 2011 as a vice president and Florida director of strategic projects. For the past year, he had served as interim construction engineering and inspection services leader, helping to land several major contracts, including the Interstate 4 managed lanes construction oversight in Orlando. Elizabeth "Liz" Saris has joined Nuclear Safety Associates, Charlotte, as vice president of operations and strategic development. NSA provides safety analysis, engineering, licensing and security services to the U.S. Dept. of Energy, public utilities and the commercial nuclear industry. Prior to this appointment, Saris had been senior vice president at Leidos (formerly Science Applications International Corp.). NSA has agreed to be purchased by U.K.-based Atkins PLC. The deal is set to close within the next few months, the company said in May.
William McMullen has joined Dewberry in Raleigh as unit manager for the new energy solutions group. He has more than 25 years of experience in building operations, facility engineering and commissioning and energy engineering.
Richard Davidson joins the firm in Atlanta as a practice segment leader for the justice architecture practice. Davidson, who has 25 years of justice architecture experience, previously served as a principal with KSGW, Atlanta.
The firm has also hired Mark Pearson as a senior associate and senior engineer in Raleigh, responsible for managing the transportation structures practice. Scott Yi has joined Dewberry's Raleigh office as a water resources engineer. He will manage North Carolina projects. In Orlando, Dewberry hired Warren McKinnie as a water resources project manager.
Gary Kreisler has joined Gilbane Building Co. in Orlando as manager of business development for Florida. He will focus on the contractor's work in the public sector and the education market.

Melinda Parrish has been hired in Atlanta as a business development specialist for the contractor's commercial and mission-critical projects.

The Tampa office of Atkins has hired Francis "Fran" O'Connor as national director of highway tolling programs, a role previously held by Jorge Figueredo, who will now oversee business development and sales for the firm's transportation department unit. O'Connor has been with Atkins since 2011, most recently serving as a principal project manager for the firm's toll-related practice.
BlueLinx Holdings Inc., an Atlanta-based distributor of building products, has named Susan C. O'Farrell as senior vice president, chief financial officer, treasurer and principal accounting officer. O'Farrell had been vice president of finance at Home Depot.
Manhattan Construction Co. has hired Todd Fultz as vice president of the Central Florida region, based in Tampa. Fultz previously was a project executive with DPR Construction.
John Traxler has joined Miller Construction Co., Fort Lauderdale, Fla., as senior preconstruction manager. Previously, he served as a vice president for 28 years with Balfour Beatty Construction and its precursor firms.
