OBITUARY
Russell E. Horn, 101, a civil engineer who served in the U.S. Army under General George S. Patton before co-founding what became Buchart-Horn Inc./BASCO Associates, York, Pa., died in that city on Dec. 4 of natural causes, the firm told ENR in early June. Horn launched a five-person firm with Clair S. Buchart in 1945. It was one of the nation's first integrated architecture-engineering practices, specializing in environmental and transportation sectors. Horn also founded several other businesses and was a donor to construction projects at Penn State University. He was named person of the year by the American Society of Highway Engineers in 2006. Buchart-Horn Inc./BASCO Associates ranks at No. 337 on ENR's list of the Top 500 Design Firms, with $32.4 million in revenue in 2013.Horn
