Scott Seyer and Elias Vavaroutsos have been promoted to principal at Chicago-based architect Goettsch Partners. Both are senior project designers. Seyer has helped lead design of facilities in the U.S. and overseas. Vavaroutsos has worked on projects in the academic, health care and aviation sectors.
Scott Orr has been promoted to vice president of Gilbane Building Co. in Cleveland. Previously district manager, he specializes in large-scale health care, higher education, hospitality and government projects. Orr is active in the ACE Mentor Program of Cleveland.
Don Greenwell Jr. has been promoted to executive vice president at Detroit-based contractor Walbridge. He continues to lead the firm's commercial unit, which includes cultural, educational, health care, office, residential and retail/entertainment facilities. Mark McClelland has been promoted to vice president of new business development in Walbridge's industrial group, and John John Rakolta III has been promoted to executive director of strategic market planning and development. George Dobrowitsky, formerly director of technical estimating at Walbridge, has been named an assistant vice president.
Karen Wiesneski has been promoted to marketing manager at Brookfield, Wis., engineer R.A. Smith National. In her new role, she will assist in strategic development, operations and budgeting to support marketing and manage the marketing communications program. Wiesneski joined Smith in 1989.
John Tolva has joined Chicago engineer PositivEnergy Practice (PEP), a Chicago energy-use and sustainability consultant, as president. He had been chief technology officer for the city of Chicago. Among other activities, Tolva is tasked with enhancing data-driven decision-making tools and models for initiatives in sustainable building design, retrofits and urban planning. Tolva also was a technology director at IBM. PEP was founded in 2010.
Alagaiya Veeramani has been promoted to vice president at engineer testing firm PSI, Oakbrook Terrace, Ill. Veeramani will now oversee all operations and business development staff in Cleveland, Girard and Canton, Ohio, as well as on two special projects. Veeramani is based in Cleveland and has been with the company since 1989.
Brent Nixon has been named president and CEO of Skokie, Ill.-based engineer CTL Group. He previously was corporate officer and vice president of science and engineering with Environmental Chemical Corp.
J. Randall Tieman has been named director of real estate development for Mortenson Development's new office in Chicago. He is spearheading all phases of project development, from feasibility analysis to financing and completion. Tieman was managing director of real estate for developer Janko Group.
Rick Todd has joined engineer Horner & Shifrin, Springfield, Mo., as project manager in its environmental engineering unit. He manages water and wastewater treatment projects.
Jake Haggmark has joined the St. Louis office of architect-engineer Cannon Design after spending time as an intern in its Shanghai office. In 2009, Haggmark partnered with Alex Ruiz to win the Design My Backyard competition in Columbus, Ohio.
