John Perez joined Gardiner & Theobald as director of health-care services in the New York City office. He has specialized in infrastructure upgrades, modernizations and new construction projects, with a specific focus on operating rooms and diagnostic imaging centers. Prior to joining Gardiner & Theobald, Perez served as project director at Granary Associates, now known as Stantec, where he oversaw major projects for numerous large health-care institutions, including Memorial Sloan-Kettering Cancer Center.

Prudential Douglas Elliman, New York, hired Michael Bolla as senior managing director. Bolla, 42, is a real estate veteran whom the firm expects will offer a unique sales development approach. He specializes in historic preservation and has been restoring properties and transforming them into luxurious living spaces since he was 21.

NobleStrategy of Newark, N.J., has promoted Ceylon Frett from director of business management to vice president.

Monica Louie, a 23-year-old track engineer in Parsons Brinckerhoffs Newark, N.J., office, has been recognized as a New Face of Civil Engineering by the American Society of Civil Engineers.

The Board of Directors at The Pike Co., a Rochester, N.Y.-based construction company, has elected Rufus Morgan Judson as president and chief operating officer. He has been with the company for 19 years.

VIP Structures, an architecture, construction and development firm headquartered in Syracuse, N.Y., presented the New Employee of the Year Architecture Award to Amy Bloss in recognition of her leadership on several projects as well as her skill at converting complex architectural concepts into computer images.

Zetlin & De Chiara, a New York City-based construction law firm, hired Brian Keatts as associate principal. Keatts is an experienced litigator in New York and New Jersey, having represented design professionals, developers, owners and contractors in a variety of multimillion- dollar disputes. Prior to joining Zetlin & De Chiara, Keatts was an associate with McElroy, Deutsch, Mulvaney & Carpenter LLP of New Jersey.

Zetlin & De Chiara LLP promoted Alexander Kipinis to senior associate and Jaimee Nardiello to associate principal. Kipnis has been with the firm since 2009 as an attorney representing national and multinational firms in matters involving construction and real estate law, complex commercial litigation, government investigations, enforcement actions and compliance-related aspects of doing business abroad. Nardiello, who joined the firm in 2008, has managed construction cases from inception to trial and has prepared contracts for high-profile projects.

VIP Structures, Syracuse, N.Y., awarded Robert Garner with the Architecture Craftsmanship Award for his work on some of the firms most challenging projects. The award also recognized Garners superior attention to architectural design and detailing and to his ability to stay at the forefront of ever-changing architectural technology.

Dewberry of Fairfax, Va., promoted Jay Kruse to associate vice president and business unit manager. Kruse will be responsible for managing the daily operations at the firms Mount Laurel, N.J., office. He has been with Dewberry since 2002 and has more than 18 years of experience working on public, private and commercial land development projects.

EC Harris appointed Fotis Boliakis as the new location leader in the firms New York office.
