Hi Sun Choi, senior principal of Thornton Tomasetti's New York office, and Leonard Joseph, principal of the firm's Irvine, California office, have been named co-chairs of the Council on Tall Buildings and Urban Habitat's Outrigger Design Working Group. The first-ever outrigger system design guide is currently being developed by the council. The guide is aimed at providing an overview of the history, design considerations and recommendations for outrigger systems. It is expected to be published in 2012.

Built Ecology, a high-performance building, specialty design practice within international engineering firm WSP Flack + Kurtz, New York, has expanded its services to the East Coast. Built Ecology will operate out of WSP's New York City headquarters.

Gilbane Building Co., New York, has hired William T. DeCamp III as support operations manager of its New York City district office. DeCamp will manage multi-disciplined project teams to streamline process, maximize skills and improve performance.

Linda M. Shumaker, president of Shumaker Consulting Engineering & Land Surveying, Binghamton, N.Y., has been elected secretary of the American Council of Engineering Companies of New York.

The Spector Group, New York, has promoted Dexter Tinapay to the newly created position of design director of the firm's Manhattan office. Previously, Tinapay served as lead/project designer.

Also, the Long Island chapter of the American Institute of Architects has honored Spector Group with three 2011 Archi Awards, which celebrate design excellence.

VHB Engineering, Surveying and Landscape Architecture, New York, has named Nancy Doon as the firm's director of environmental services in New York City. Doon will lead large-scale planning and development projects and energy initiatives; coordinate with public agencies; and prepare environmental assessments for clients.

Dr. Dziugas Reneckis of Thornton Tomasetti, New York, has received the 2011 Outstanding PhD Dissertation Award by the Masonry Society's Research Committee for his paper entitled "Seismic Performance of Anchored Brick Veneer." The award recognizes the best doctoral dissertation and master's thesis on masonry and is typically given to just one or two candidates each year.

Former New York City Buildings Commissioner Patricia J. Lancaster has been named a clinical professor at the New York University Schack Institute of Real Estate. Lancaster will teach courses on construction management, infrastructure and other areas of real estate practice.

Parsons Brinckerhoff, New York, has hired Mark Sun as supervising construction engineer in the New York office. Prior to joining the firm, Sun was the quality assurance/quality control manager with the Port Authority of New York and New Jersey. Parsons Brinckerhoff has also named Maxinne Leighton as Northeast region business development/marketing manager in the New York office. Previously, Leighton served as the principal of business development and public relations director for marketing at Beyer Blinder Belle Architects & Planners, New York.

Haulotte Group North America, Archbold, Ohio, has named Carmine Gibilisco as sales manager for the eastern region, focusing on aerial work platforms and customer satisfaction.

Gibilisco will be responsible for New York, New Jersey, Maine, Vermont, New Hampshire, Massachusetts, Pennsylvania, Delaware, Rhode Island, Maryland and Virginia.

Chris A. Johnson, CEO of Hollister Construction Services, Hasbrouck Heights, N.J., has been named as a finalist in the Corporate Citizen of the Year category of the 2011 NJBIZ Business of the Year awards program. Johnson was chosen as a finalist based on his corporate citizenship and philanthropic work throughout New Jersey.

Rick Fedrizzi, president, CEO and founding chair of the U.S. Green Building Council, has been honored with the American Society of Landscape Architects' Olmsted Medal. The medal, which was established in 1990, honors Frederick Law Olmsted, who is considered the founder of the American landscape architecture profession.

Kohner will provide legal counsel for Skanska's large projects as well as the unit's Design-Build and Integrated Project Delivery Center of Excellence.Lantern Group, New York, has appointed as chief operating officer. In this newly created position, Rudin will supervise the company's day-to-day operations and manage the firm's 130-person staff and its 1,000 units of low-income and supportive housing in New York.
