Regina Rehfield has joined American Consulting Professionals, Wesley Chapel, Fla., as strategic business development director. She was previously with PCL Civil Constructors.

Jason Smith was promoted to director of special projects for R.N. Rouse Co. Inc., a Raleigh, N.C.-based building contractor. Smith will focus on projects valued at under $2 million.

Ed Dajani joined O'Neal Inc., an engineering and construction services firm based in Greenville, S.C., as a project engineer in the construction division. In addition, Tom DeGrace has been hired by its Atlanta office as a design project manager. Will Richardson also joins the firm in the Greenville office as a structural engineer.

Scott Brown will lead the new Charlotte, N.C., office of Civil & Environmental Consultants, an engineering firm working in the solid waste, manufacturing and real estate industries. He was formerly with Brown and Caldwell and also had worked for Mecklenburg County, N.C., Solid Waste Services.
