Kris Bauman has joined Sam Schwartz Engineering, New York, as executive vice president and chief operating officer. He has more than 30 years of experience in construction and real estate and was the former president of Bauman Co. in Newtown, Pa.
Chris Ward, executive vice president for major projects at Dragados USA, has joined the New York Building Congress' board of directors, a coalition representing all facets of the city's design, construction and real estate industry. From 2008 to 2011, Ward served as executive director of the Port Authority of New York and New Jersey and has decades of experience in spearheading multibillion-dollar infrastructure projects in both the public and private sectors.
Keith Zecchini has been named global chief information officer at Parsons Brinckerhoff, New York. He will be responsible for leading the firm's global information technology function and providing oversight on all major IT initiatives.

Parsons Brinckerhoff has also hired Alexander King as a consultant. He will be responsible for developing freight and goods movement studies, rail plans, corridor plans, intermodal feasibility studies, grant applications and passenger rail service development plans. He will be based in the firm's Glastonbury, Conn., office.
HDR Architecture, New York, has hired Brian Kowalchuk as design director. His primary focus is to work with regional design directors and local design principals to ensure that all of the firm's projects adhere to its design philosophy.

Also, the Thornton Tomasetti Foundation has named Barbara Simpson, Daniel Lu and Cameron Ritchie as the first recipients of its national scholarship. The engineering students will each receive $10,000 to pursue a master's degree in structural engineering.
The New York City Dept. of Buildings has named Timothy E. Hogan deputy commissioner of enforcement, replacing Eugene J. Corcoran. Hogan will oversee the DOB's enforcement division, including all emergency and safety operations, complaint inspections and construction accident investigations. He will also oversee more than 120 attorneys, investigators and inspectors who focus on investigating violations of NYC construction codes and zoning resolution, DOB says.
Frank J. Sciame, CEO and chairman of Sciame Construction, New York, has been elected chairman of the New York Building Foundation, a philanthropic unit of the New York Building Congress. Dominick M. Servedio, CEO and chairman of STV Construction, New York, previously held the position.

The American Council of Engineering Companies (ACEC) of New York has elected Mitchel W. Simpler as chairman, replacing Michael Leydecker, who has been named national director. Simpler is the managing partner of Jaros, Baum & Bolles, New York. Leydecker is associate principal and surface transportation group manager at Wendel Duchscherer Architects & Engineers, Buffalo, N.Y. In his new role, Leydecker serves as liaison between ACEC New York and the national organization in Washington, D.C.
Durr Mechanical Construction co-founders Robert J. Durr Sr., chairman and treasurer, and John J.T. Pecoraro, vice president, have announced their retirement. They established the New York-based firm in 1985.
Marc Zuluaga, vice president and director of multifamily energy services at Steven Winter Associates Inc., New York, has received the EBie Award from the Urban Green Council. Zuluaga, along with partners John Boehm and David Legow, were honored with a "Verdant Brainiac" award for the Carlyle Towers project in West Caldwell, N.J.
