Thatcher Associates, a subsidiary of K2 Intelligence Inc., New York City, has hired Kimberly D. Hardy as managing director. She joins Thatcher from the New York City Dept. of Housing Preservation and Development, where she established monitoring procedures for issues involving prevailing wage, minority and women-owned business enterprises and fair housing requirements.

Passero Associates, Rochester, N.Y., has made several appointments. It has hired Bruce Clark as aviation services senior

project manager; Tim Harris and Matt Newcomb as project engineers in the civil engineering department; and Tim Geier as intern architect.

HDR, New York City, has hired Tom Waldron as transit market-sector director. Prior to joining HDR, Waldron served as AECOM transit and rail director for the Americas.

Vidaris, New York City, has hired former New York City Dept. of Buildings Commissioner Robert LiMandri as senior principal in charge of operations and business development. From 2008 through 2013, LiMandri served as commissioner of the DOB under former Mayor Michael Bloomberg.

Thornton Tomasetti, New York City, has hired Andrew Goldbaum as chief financial officer. Goldbaum has more than 25 years of global financial, strategic and operational work experience. Besides financial management, his new duties include overseeing the firm's human resources operations.

Hoffman Equipment Co., Piscataway, N.J., has promoted Eric Seikel to sales manager from line salesman. Seikel will be responsible for sales and rental activities for the company's New Jersey branches.

In addition, the company has hired Matt Jensen as senior sales representative and Mike Andrews as outside sales representative. The firm also promoted Mike Anderson to vice president and general manager of the firm's New York operations.

Burns & McDonnell, Wallingford, Conn., has hired Anne Bartowsewicz as project manager within its transmission and

distribution division. Previously, Bartowsewicz spent 32 years at Northeast Utilities' transmission group. While there, she played a lead role in managing some of the largest projects in the utility's history, including the $1-billion Middletown-Norwalk project in Southwestern Connecticut.

Parsons Brinckerhoff, New York City, has hired Marco Rosignoli as technical director within its complex bridges technical excellence center. He will work on design and construction of bridges in the U.S. and be an adviser to project managers, geographic managers, technical staff and clients, with an emphasis on aesthetics, constructibility, sustainability and life-cycle costs.

PB has also hired Raymond Kenny as senior manager for special projects in its transit and rail technical excellence center. Kenny, who joins the firm after a 40-year career with the Metropolitan Transportation Authority-Long Island Rail Road, will be responsible for all facets of railroad and transit operations and planning projects.

In addition, the firm has hired Osama Abdelfatah as a supervising scheduler; Shekhar Tarafder as a supervising engineer; and Marc Beningson as communications, security and control systems manager. The new hires are based in PB's New York City office.
