Connie L. Warner has joined R. G. Miller Engineers Inc., Houston, as business development manager for private sector markets. She will be responsible for client development, media and public relations for both the land and site departments at the firm. Warner has served in the same capacity at HOK, Satterfield & Pontikes and Rone/JRB Engineering.
Gerardo Ocañas has joined Lockwood, Andrews & Newnam Inc. as a senior project manager to lead the company's efforts to expand its existing stormwater infrastructure engineering practice in the North Texas region and adjacent areas. He has more than 30 years of experience, ranging from master planning to design of complex stormwater projects.
Larson Design Group, Williamsport, Pa., has opened a new office in San Antonio, its first Texas location, to support its energy group. Karl Matz, group director, will lead the new office, located near the Eagle Ford Shale region. The office will initially provide surveying and environmental services, but it will also expand to civil engineering, brand architecture and land development services.
The Dallas office of VCC LLC has promoted Derek Alley from director to senior vice president, overseeing business development and marketing.
Bradley P. Brown has been appointed president and CEO of TEXO, The Construction Association, in conjunction with the planned departure of Raleigh Roussell, who will remain with the organization in an advisory capacity. Roussell is retiring from TEXO on Dec. 31 after 40 years of service that includes 37 years as the organization's top staff executive. Brown comes to TEXO from Dallas-based Austin Commercial, where he directed its human resources and marketing-business development departments. He began his tenure with TEXO on Oct. 1.
