Frank Spears was hired as president of Balfour Beatty Construction's Georgia division in Atlanta. From 2004-2010, Spears served as president of SG Contracting. Previously, he spent 30 years with The Beck Group, where he worked as managing director and executive vice president.
Kimberly Riehn was promoted to the position of chief financial officer for Miller Construction Co. in Fort Lauderdale, Fla. Riehn joined the firm in 2010 as controller.
BARRY
Thomas F. Barry , a senior vice president with Atkins in Orlando, Fla., was appointed director of operations for transportation in North America. Barry most recently served as business development director for transportation and previously led the firm's surface transportation sector. Prior to joining Atkins in 2003, he was the secretary of the Florida Dept. of Transportation.
CRUMIT
Max D. Crumit joined Reynolds, Smith & Hills of Jacksonville, Fla., as senior vice president. Crumit brings more than 26 years of experience in the transportation industry.
Roger Martin was appointed vice president and general manager of PCL Civil Constructors. Martin, who joined PCL in 2007, will be responsible for Transportation Infrastructure Group operations in Tampa, Fla., and Raleigh, N.C.
Also, Joe Richard was named operations manager for the Tampa Transportation Infrastructure Group, and Jim Schneiderman was appointed to the same position for PCL's Raleigh office.
Gayle Grady was promoted to construction manager, where she will continue to oversee bascule and movable bridge rehabilitations and special projects. Grady has more than 19 years of heavy civil construction experience.

Kevin Gass was named manager of projects for O'Neal in Greenville, S.C. Gass will oversee industrial and manufacturing construction projects in North Carolina, South Carolina and Georgia. Also, Ray Matula , formerly with Kellogg Brown & Root, was hired as a construction project manager in Greenville. Dean McAlister will work as a process designer in Greenville, and David Connor joined the office as a structural engineer, while Chris Sturke was hired as a senior electrical engineer. In Atlanta, the firm hired Brian Smith as a construction project manager. Chip Chappel was appointed business development manager for the Raleigh, N.C.-based BioPharma Strategic Business Unit for O'Neal. David Lopez , with 20 years of related experience, joined the unit as project leader.
Erki Suarez , transportation business group manager in HDR's Miami Lakes, Fla., office, was promoted to associate vice president. Suarez has more than 25 years of industry experience. Javier Manso, a project engineer and nine-year veteran of HDR, was named an associate.

D. Brent Sauser , a project manager with Hanson Professional Services in Orlando, Fla., was named an assistant vice president. Sauser, who oversees the firm's efforts in the government market, has 31 years of architectural consulting experience.
Nader Jarun was promoted to president and CEO of American Pan Enterprises Co. (APEC), a concrete contractor in Palmetto, Ga. He previously served as director of business development.
Sam Doggart joined Kaufman Lynn Construction in Boca Raton, Fla., as vice president and managing director of the general contractor's health-care division. Doggart most recently worked as vice president of operations-Florida for M.J. Harris Inc. Prior to that, Doggart was a senior vice president with Skanska USA Building. He has more than 30 years of construction experience.
Justin Griffin has been hired to the position of preconstruction manager for DPR Construction in Atlanta. The contractor also hired Hank Maxwell as its new business development leader. Both Griffin and Maxwell previously worked with R.J. Griffin & Co.

Rob R. Russell has joined SchenkelShultz Architecture's Tampa, Fla., office as a project architect. Russell has 25 years of design experience.
Sam Zamani has joined the Orlando office of geotechnical engineering firm Ardaman & Associates as director of environment and permitting. Zamani has 35 years of experience with the Florida Dept. of Environmental Protection, where he served as administrator for the state's phosphate management program.
Jannet Walker has joined the Atlanta office of Hill International as vice president. Working in the firm's project management group, Walker will be responsible for business development. Most recently, Walker worked for First Data Corp. She previously worked for the Metropolitan Atlanta Rapid Transit Authority.

Scott Thompson has joined Batson-Cook Co. in Atlanta as vice president of business development. In his new position, Thompson will be responsible for the states of Georgia, North Carolina, South Carolina and Tennessee.
Carlos Melendez has joined the Atlanta office of Heery International as a vice president and project director overseeing the firm's efforts in the health-care market.
Erick Gonzalez has joined TLC Engineering for Architecture as director of the firm's Miami office. He has 15 years of industry experience.

Benjamin W. Elliott was promoted to the position of principal in Lord, Aeck & Sargent's science studio in Atlanta. Elliott specializes in the design of research laboratories.
Mike Hampton was hired by Choate Construction Co. as division manager of the Charleston, S.C., office. Hampton comes from Bovis Lend Lease, where he had spent 24 years and most recently served as executive vice president and principal in charge of the Atlanta office.
Stephen Dosa , a 12-year veteran of specialty contractor Cary, N.C.-based Precision Walls, will lead the company's newly created Large Projects division in Raleigh, N.C. Also in Raleigh, Richard Seate was named vice president, and Rich Wilkie was hired as project manager. Also, Fran McGinnis rejoined the firm as senior project manager, and Johnny Byrd was hired as branch estimator.
In Precision Wall's Wilmington, N.C., office, Bob Farmer , a seven-year veteran of the firm, was promoted from senior project manager to branch manager. In Greensboro, N.C., Todd Hager was hired as a project manager.
Larry Williamson has joined the staff of Comprehensive Energy Services, Longwood, Fla., as project manager for the company's LegoLand contract. Williamson has more than 28 years of industry experience.
