DPS Group has named Werner Greyling as senior vice president, U.S. project operations, in the firm’s Albany, N.Y., office. He was previously vice president of operations for M+W Group.
HNTB Corp. has named two employees as vice presidents in its New York City office. Phil Collin was promoted to Northeast division sales officer from New York office sales manager. Doug Champlin returned to the firm as Northeast division program and construction management director; he was previously vice president and manager of program controls at AECOM.
Skanska has promoted Joseph Mannino to vice president of environmental, health and safety for civil operations in the Northeast. He had been director of safety.
Scott Minnich has joined Dewberry’s Parsippany, N.J., office as senior project manager in the natural resources department. He was a senior engineer at Greenman-Pedersen. Dewberry also promoted David Mahoney to alternative delivery operating unit manager from executive vice president and hired Robert Acker as senior coastal engineer. Acker had been staff engineer at McLaren Engineering Group.
Thornton Tomasetti has confirmed two promotions in its New York office. Managing principal Peter DiMaggio was named to the newly created position of managing director. Rob Otani is now the firm’s first chief technology officer; he had been special structures leader.

EW Howell Construction Group has created a new interiors division in its New York City office, led by vice president Robert Hohmann, who was previously CEO of Sienna Construction. The firm also expanded its health care division by appointing project executive Thomas Miranda, who had been facilities program coordinator at Stony Brook Medical Center.
Cauldwell Wingate has hired two new senior project managers: Philip W. Giegengack, who previously held the same role at Building and Land Technology, and Greg Szekalski, who had been project manager at JDS Development.

HDR has promoted Eric Jaffe to East region director for architecture from managing principal in Princeton, N.J..
New York City Mayor Bill de Blasio has appointed Lorraine Grillo as Commissioner of the Dept. of Design and Construction. She will continue in her prior position as president and CEO of the New York City School Construction Authority.
Stantec has made four hires in its program and project management group in New York City: project controls specialists Mohan Gill, Laurie Horesta and Osaid Rahman and assistant project manager Siu Lan Tai. Additionally, it has appointed Richard Gobeille as senior principal of tolling in its New York office. And the firm’s Mount Laurel, N.J., office has added Ronald Prann as principal and environmental specialist and Paul Truban as transportation planner and engineer.
