Debra N. McGuire has been named Dallas-based American Fire Sprinkler Association’s (AFSA) fourth president and first female CEO. McGuire’s tenure began Jan. 23.

Doug Parker has joined Zweig Group, Fayetteville, Ark., as chief operating officer. He also will start the firm’s second office in Houston.

AGC Houston has elected Tony Mansoorian as its chairman for a two-year term through Dec. 31, 2020. Mansoorian is CEO for W. S. Bellows Construction Corp.  

Max Ferran has been elected to the board of directors of DonahueFavret Contractors Inc., Mandeville, La. He joined the firm in 2015 as a senior project manager and corporate safety director.

TDIndustries has promoted Sheri Tillman from corporate counsel to general counsel. Tillman joined TD as a contract specialist in 2013.

Twelve individuals earned promotions at GFF’s three Texas offices.

Jim West was named principal. He joined GFF in 2011 and in 2018 was named managing director for GFF’s Austin office.

Kent Pontious was named studio director. Pontious has worked on civic and municipal projects for the past 20 years.

Tyler Cini and Levi Hooten were promoted to associate.

Andrew Gonnella has been promoted to executive vice president of the products division at Vortex Cos., Houston.

Bartlett Cocke General Contractors, San Antonio, recently promoted Randall Jay to vice president of field operations and Luis Berumen to vice president of innovation and technology.

Filo Castore has joined Jacobs, Houston, as division vice president and director of client engagement.

Donald R. Stevens joins Lockwood, Andrews & Newnam Inc. (LAN) in Austin as director for health care facilities. Previously, he worked for Kaiser Permanente for nearly a decade in various leadership roles.

Bruce Dinkheller has joined LAN’s Fort Worth office as a senior project manager. Previously, he worked at Lane Construction, managing design-build and public-private partnership projects.

McCarthy Building Cos. Southern region has promoted Al Gomez to vice president of operations for the Houston division. He has been with McCarthy for more than 14 years.

Troy Dorman has joined Halff Associates Inc.’s San Antonio office as director of water resources in South and Central Texas.

Clay Cockrill was promoted to director of business development at Manhattan Construction Co.’s Oklahoma City office. Most recently, he was project director for the Oklahoma City office.
