Emre OzcanPlaza Construction named Emre Ozcan executive vice president for the Washington, D.C., office, where he will manage the MidAtlantic region. Ozcan, who previously served as vice president, general manager for Gilbane’s Washington, D.C., office, has worked with such clients as Jair Lynch Real Estate Partners, CitizenM Hotels and the District of Columbia Public Library.

 

A. Morton Thomas and Associates Inc. promoted Pete Strawser to director of technology and facilities in the firm’s Rockville, Md., office. Thomas oversees initiatives related to technology and facilities in AMT’s 20 office locations. Strawser previously served as an associate at the firm.

 

Henkels & McCoy Shared Services Inc. appointed Mark K. Anderson as vice president, general counsel in its Blue Bell, Pa., office. The firm connects marketing, financial, administrative and other support resources to the Henkels & McCoy Group companies, an engineering and contracting consultant for utility, commercial, industrial and government customers. Anderson is responsible for risk management, regulatory compliance and managing litigation as well as leading and integrating best practices related to contractual risk. Anderson most recently was general counsel for Caterpillar Inc.’s solar turbines business unit in San Diego. At Caterpillar he had several posts, including Miami-based counsel for Latin America  and senior corporate counsel for Caterpillar Logistics Services in Brussels. Before practicing law, Anderson served in the U.S. Navy as a lieutenant and was deployed to the western Pacific and the Persian Gulf.

 

Modjeski and Masters—the Mechanicsburg, Pa.-based bridge engineering firm—promoted Tom Rogers to senior project manager in the firm’s Charleston, W.Va., office. A specialist in welding, Rogers is a voting member on American Welding Society D1.5 bridge welding code and D1.1 fabrication. He has reviewed welding procedure specifications for projects such as the Interstate-74 Mississippi River Arch Bridge and has experience in structural analysis, design, rating and rehabilitation for a variety of bridge types.

Joe StrenkoskiThe firm also promoted Joe Strenkoski to senior electrical engineer. Based in Harrisburg, Pa., Strenkoski has experience in the bridge, transportation, infrastructure and building system consulting industries. In addition, Geoff Forest and Jon Gerhart, both based in Modjeski and Masters’ Mechanicsburg office, were promoted to project managers from senior mechanical and electrical engineers, respectively. Forest is a member of the movable bridges business unit, where he has worked with transportation departments and railroads. Gerhart has been involved in highway lighting on interstates, state routes and fixed bridges as well as movable-bridge project inspections, design and rehabilitation.
 

 

Rick SchoenthalerDewberry, a professional services firm based in Fairfax, Va., has hired Rick Schoenthaler as a vice president and program manager in the firm’s Mid-Atlantic water group. Schoenthaler, who previously was a senior technical director at WSP in Abu Dhabi, has experience in planning, design, construction and start-up of municipal water and wastewater treatment facilities; pumping stations, water distribution systems and drainage/wastewater collection systems; and treated effluent reuse, urban landscaping and asset management supervision. Schoenthaler also has experience in business operations management, technical practice leadership and business development, including international consulting.
