Anthony Armento

Gilbane Building Co. has hired Anthony Armento as senior preconstruction executive in the firm’s Philadelphia office. Armento oversees the daily operations of Gilbane’s preconstruction department. He most recently served as a senior preconstruction director for Philadelphia operations at Torcon, a construction management firm based in Red Bank, N.J.

STV has hired Dewey Jones as senior vice president and national director of federal programs within the firm’s national buildings group. Jones oversees STV’s portfolio of federal civilian and military clients, working on business development, managing client relationships and providing executive-level project management for key projects within the federal market. Before joining STV, he served as the federal market leader at Michael Baker International. He serves on the advisory board of the Strome College of Business E.V. Williams Center for Real Estate at Old Dominion University.

Tara Soesbee has joined STV as vice president of rolling-stock client engagement. The passenger rail industry veteran, based in Columbia, Md., works with agencies throughout North America to support vehicle procurement programs while supporting STV’s national vehicles practice with strategic pursuits. Prior to joining STV, Soesbee was the senior director for Amtrak’s long distance fleet replacement program, a multibillion-dollar capital program to replace the national railroad’s long distance fleet, including all aspects of bringing the new fleet into operation.

David Leard

HNTB Corp. has named David Leard program management/construction management group director and program manager in the Capital region. Based in Washington, D.C., Leard supports clients in advancing and delivering large projects and programs that enhance transit and rail infrastructure and passenger experience. Previously, Leard was project director, associate vice president in Houston.

HNTB also has hired Denis Stefanski as transit and rail engineering department manager, based in Philadelphia. Before joining HNTB, Stefanski spent more than a decade at Southeastern Pennsylvania Transportation Authority, where he played a key role in the interlocking and resiliency programs. He helped with the site for SEPTA’s new heavy maintenance facility as part of the trolley modernization program. In addition, Stefanski led the civil engineering department, managing civil design, track outages, right of entry and coordination with the Pennsylvania Dept. of Transportation.

American Contracting & Environmental Services (ACE), a water and wastewater facility builder based in Marriottsville, Md., has promoted Reg Godin and Joe Chaklos. Godin, who previously served as talent director, is now vice president, people and strategy. In this newly established role, Godin will oversee recruiting, human resources and learning and development. Chaklos was promoted to vice president of construction. He will manage ACE’s construction operations in Northern Virginia, a role he has been fulfilling as project executive for the past five years.

Matt CaplingerKristin Hambleton

East Petersburg, Pa.-based Warfel Construction Co. has hired Matt Caplinger as director of construction services and Kristin Hambleton as director of marketing. Caplinger most recently worked as director of commercial business at MEP contractor Haller Enterprises. Hambleton most recently was vice president of sales and marketing for Presbyterian Senior Living.
