Rochester, N.Y.-based LeChase Construction Services named CEO William H. Goodrich to the added role of board chairman and former President William L. Mack asvice chairman. Kyle L. Sayers has been elevated to president from executive vice president and COO. Former chairman R. Wayne LeChase becomes board chair emeritus.

Maria Torres-Springer, New York City deputy mayor for housing, economic development and workforce, has been elevated to first deputy mayor, with oversight of city strategic direction and operations and budget added to her portfolio. Torres-Springer replaces Sheena Wright, who has resigned.

Waltham, Mass.-based Simpson Gumpertz & Heger Principal Emily Hopps has joined its executive committee as building technology region head-east, overseeing divisions in Boston; Waltham, Mass.; Chicago; New York City; and Washington, D.C. She replaces Senior Principal Vince Cammalleri, who now is head of business administration.

Steve Sommer and Anthony Giuliano have been named Consigli Construction Co. executive general manager, New York City, and general manager, New Jersey, respectively, after the firm’s buy of the regional construction operations of Lendlease. Giuliano is based in Princeton, N.J. Consigli also promoted Caren Amicone to project executive in Westchester County, N.Y.

Gill Mosseri has joined New York City construction manager McKissack & McKissack as chief operating officer. Most recently, he was senior vice president and regional manager of LiRo-Hill. McKissiack & McKissack says it is the nation’s oldest Black-owned design and construction firm.

BOND Brothers Inc., the Medford, Mass., general contractor, named Matthew Mead vice president of technology. He was chief administrative and information officer at The Middlesex Corp., leading business and technology operations.

Gilbane Building Co., Providence, R.I., elevated Jumanne Smith to vice president and director of field operations. He joined the firm in 2014 and is based in Laurel, Md.

Michael Burridge has joined the American Council of Engineering Cos. of New York as state director of government relations, effective on Nov. 18. He was government affairs director for the state chapter of the American Institute of Architects and former state Assembly legislative director.

Suffolk, Boston, has hired Darin Hart as senior vice president in its advanced technology group. He is a 23-year veteran of Turner Construction, where he was vice president.

CHA Consulting Inc., Albany, N.Y., has promoted Cynthia Joudrey to executive vice president and president of its commercial and institutional sector. She was senior vice president and east region business group director and had held leadership roles at Geocomp Corp., AECOM and MWH/Stantec.

Josh Rownd has joined New York City professional services firm STV as senior vice president and Boston area manager in its national buildings group. He was a Jacobs vice president. Sean Pulsifer also joined the firm as vice president and architectural discipline leader in Philadelphia, and Miguel Santiago is a new vice president and Newark, N.J., area manager in its transportation northeast operating group. STV also named Mark Bienstock vice president and senior program manager in that group. He was senior vice president and chief engineer at MTA Capital Construction and Development Co. Richard Peters also joined STV as senior vice president and northeast director of water, and Siavash Hoomehr has joined as vice president and eastern region one water-water resources director. Peters was senior vice president at EnTech Engineering PC and Hoomehr was a sector manager at HDR.
