MSI West purchased the iconic development in March after construction had been halted since June 2008 due to the market downturn and subsequent insolvency of Mortgages LTD, who originally underwrote the project. The architectural design is reminiscent of an old-world mansion or an East Coast brownstone, yet complemented by new-world features such as jumbo-brick, masonry, ornamental wrought-iron and copper patina finish turrets. Rainbow Boulevard, from south of Smoke Ranch Road to north of Gowan Road, is being resurfaced as part of a roadway maintenance and sidewalk improvement project. Las Vegas Paving is the contractor on the $1.5-million ARRA-funded project. Another city of Las Vegas project will have Richardson Construction prepare and install two, 45-ft-tall sculptures that were designed by renowned artist Dennis Oppenheim.
