Alicia Fowler became the chief counsel of the California High-Speed Rail Authority in 2019. She served as deputy secretary and general counsel at the California State Transportation Agency from 2015 to 2019 and also had been a senior assistant attorney general at the California Dept. of Justice, Office of the Attorney General from 2008 to 2015. Fowler also was staff counsel III at the California Trade and Commerce Agency and an associate at Orrick, Herrington & Sutcliffe. She earned a JD degree from the University of San Francisco School of Law and did her undergraduate work at the University of California, Berkeley.
