The Agency Chief Contracting Officer (ACCO) is responsible for oversight of all agency procurement efforts and for managing all phases of procurement in accordance with the New York City Charter and Procurement Policy Board Rules. The ACCO's Office advises the Agency on all procurement methods, best practices in government contracting, and selection of procurement methods to enhance the Agency's goals. The ACCO's Office is also responsible for monitoring and enforcing contractual compliance with Labor Law, Local, Federal and State procurement requirements; monitoring and addressing all vendor responsibility and integrity issues with Oversight agencies; securing increase in participation with DBE and M/WBE firms in contracts; and determining and enforcing the Agency's position on all contract disputes. The ACCO's Office is committed to promote equitable contracting and procurement opportunities and ensure fair treatment for all contractors and vendors doing business with the Agency.

The ACCO’s office is a client-based central authority to ensure that all procurements and purchasing comply with applicable rules, while ensuring that the agency's contracts and services are procured as expeditiously as possible. The ACCO’s office strives to maintain a team-oriented approach and acts as Ombudsman with the contracting community.

Ms. Carolan oversees and manages various Mayoral mandates and initiatives such as Local Law 63, Local Law 1 (City MWBE Program), Hire NYC, and Innovative procurements. She also serves as the Agency’s liaison for the City of New York’s procurement streamlining effort, and PassPort lll, which will transform government procurement into a state-of-the-art transparent process.

Ms. Carolan’s goal is to create an environment conducive to increasing minority and women participation in NYCDOT contracting by removing the barriers to entry for these firms. In September 2018, Ms. Carolan received an Outstanding Achievement Award from the South Asian American Association for her work in increasing DOT’s MWBE participation in government contracting. DOT is one of the top five agencies in the City in contract award value to MWBE’s. Ms. Carolan was also recognized by the New York State Assembly with a Citation for her dedication to New York City and her commitment to increasing contracting opportunities to MWBEs. The designation of MWBE Officer for the Agency resides with Ms. Carolan’s division.

Ms. Carolan has served in this position for the NYCDOT since 2010. She is a graduate of St. John’s University where she received her MBA. .
