Municipal work has been steady, but private work and start-ups have been slow, hampered by the lack of available money and a reluctance of owners to make a decision, he points out. The bright spots in the region have been municipal work—mostly alterations and upgrades—and the high-end residential market, which has bolstered New York City. High-end residential is also active on Long Island, particularly on the North Shore, Corva says.
