Now in its third year, ENR California's Top 20 Under 40 list makes clear that the construction industry has a deep well of talent. Our 2013 competition drew a record number of entries, with nominations submitted for young professionals in all facets of design and construction. The unprecedented response is a hopeful sign that the industry in California has a full roster of emerging leaders.
Our Top 20 Under 40 list, selected by an independent jury, includes up-and-coming employees and those who already have lead roles in their respective firms.
The jury selected winners on the basis of candidates' career experience; industry leadership; community service; and other factors. This year's jury included Pauly De Bartolo, designer at De Bartolo + Rimanic Design Studio, San Diego; Marylou Flanders, pursuits manager, water & environment, at Atkins, San Diego; Leah Hislop, online communications and marketing specialist at Arup, San Francisco; and Gary Miller, vice president of transportation at RBF Consulting, Irvine.

De Bartolo + Rimanic Design Studio
In 2003 De Bartolo joined Australian firm Marchese + Partners Architects (MPA) and later was selected to open a San Diego office for the firm. In 2008 he co-founded De Bartolo + Rimanic Design Studio with Ivan Rimanic. De Bartolo had worked with Rimanic in MPA's Sydney office, where they designed more than 100 projects in Australia, China, Ireland and the U.S. De Bartolo says he created a "buzz" in San Diego when he introduced a design concept for a planned new East Village Stadium for the San Diego Chargers. His concept includes a multifaceted sports facility that also seeks to enhance the city's downtown activity. In 2012 De Bartolo was elected to the San Diego Architectural Foundation board of directors.

Atkins
Flanders has 15 years of marketing and business development experience with Atkins. She says she enjoys working with a team and accepting challenges involved with creating winning proposals and presentations. Flanders is on the board of directors of the SMPS San Diego chapter and serves as committee chairperson for communications and branding.

Hislop has eight years of marketing and business development experience. As part of the Arup San Francisco team, her work includes Web editing, social media communications, event planning, project-lead development, proposal preparation, internal and external communications and copywriting. Miller has more than 38 years of civil engineering experience. He is registered in California and Arizona and has worked on local, regional and statewide projects. His experience spans hundreds of projects in a wide range of sectors, including aviation, highways, military, commercial, industrial, retail, K-12 and higher education, recreation facilities, traffic engineering and municipal support services.
