Joel Wallis has been promoted to senior vice president of operations by the PENTA Building Group. Based in Los Angeles, Wallis is responsible for execution of all PENTA construction projects across its six offices in California, Arizona, Nevada and Oklahoma. He joined PENTA in 2002 as a project manager, was promoted to area manager for Southern California and most recently was vice president of operations. He has more than 20 years of commercial construction experience and has a degree in construction management from Chico State University.

Conrad Paulson, principal with Wiss, Janney, Elstner Associates, has relocated to the firm's Los Angeles office after 24 years in its Chicago office. Paulson has 30 years of experience with WJE in structural failure investigations, seismic evaluations, facade inspections and load testing.
Russell Fong was appointed chief financial officer of the California High-Speed Rail Authority. Fong joins the authority from CalPERS, where he served as acting chief financial officer and acting deputy executive officer of operations.

Darrell Johnson has been appointed chief executive officer of the Orange County Transportation Authority. A 20-year transportation industry veteran, Johnson joined the authority in 2003 and has been deputy CEO since 2010.
Kai Fishman has been hired by Maintenance Design Group, Pasadena, as senior facility designer. Fishman has more than a decade of experience in transportation architecture and planning projects.

Greg Carnegie has been hired by Reno Contracting, San Diego, as the company's new energy program manager. He has 25 years of experience in energy and facility management. Initially, Carnegie will provide energy audits and solutions to San Diego County on existing county buildings. Reno Contracting's efficient sustainable practices unit has a five-year contract with the county for this work.
