David Hart
has been named president of Steinberg. Based in the design firm's Los Angeles office, he assumes leadership from the current president, Rob Steinberg, whose father, Goodwin Steinberg, founded the company in 1953. Hart has been with the firm for 12 years, most recently as partner.HART
The Associated Builders and Contractors has named Robert Stuart, an electrical superintendent and journeyman electrician with Stronghold Engineering, Riverside, as its 2014 national craft professional of the year. Stuart has worked for Stronghold since 1997, when he was hired as a part-time shop assistant while in high school. Stuart, who is an electrician certification instructor for ABC's Southern California chapter, also was recognized as ABC's national instructor of the year in 2010. He is the first person to win both awards.
SWCA Environmental Consultants has hired Brian Crook as a strategic growth principal in the firm's Pasadena office. He has more than 30 years of experience directing and marketing large planning, engineering and construction programs.

has been appointed San Diego office leader at Harley Ellis Devereaux. He moved to San Diego in 1999 from Australia, where he earned his degree in architecture and spent his early career. Thomas Christian has also joined the firm in San Diego as studio leader for the K-12 and higher education market sector. Scott Adan has joined IVI International Inc. in Los Angeles as director of seismic assessment services. He will consult with institutional mortgagees and investor clients on seismic risk assessment, mitigation and structural improvements. Adan is a member of the Earthquake Engineering Research Institute's concrete coalition advisory committee.
Level 10 Construction, a Sunnyvale building contractor created by former Rudolph & Sletten executives in 2011, has hired Kevin Englund as vice president of operations. He had been a project executive with Rudolph and Sletten. Level 10 also named ex-Rudolph & Sletten vice president of operations Mike Castillo as a project executive. He had also been a senior vice president at C.W. Driver.

Parsons Brinckerhoff has hired Matthew Moore as senior principal technical specialist in the firm's San Diego office, where he will manage water resource projects in Southern California. He has more than 19 years of experience in the industry. The firm also hired Chris Buscarino as senior supervising engineer-senior project manager. He will manage transportation projects in the Orange office.
