SCHMALZ

The LiRo Group, New York, hired Richard Schmalz as vice president. He will head the firm's engineering division and will direct all design engineering activities, including civil, structural, transportation, traffic engineering and landscape architecture projects.

WINCKO

Amy K. Wincko, first vice president of construction operations for Tishman Construction Corp., an AECOM company, was awarded the Corporate Professional Achievement Award at the Professional Women in Construction's Salute to Women of Achievement luncheon in recognition of her management role on major projects. These include 1 WTC, the World Trade Center Hub and 4 WTC. Wincko has been with Tishman since 2001.

The McGraw-Hill Cos., New York, named Cathleen McGuigan editor-in-chief of Architectural Record. Previously, McGuigan held senior positions at Newsweek, beginning as a researcher/reporter in 1977 and rising to the position of senior editor for the arts, where she covered architecture, art, publishing, theater, movies and music. In her new role, McGuigan will also serve as editorial director of GreenSource and SNAP, two other McGraw-Hill Construction publications.

TURNER

STV, New York, hired D. Kent Turner as a senior vice president in the firm's buildings and facilities division. In this role, Turner will direct the division's Eastern office in New York City and be responsible for the performance and operations of project management discipline.

Muss Development LLC, New York, hired Ken S. Konfong as senior vice president of property management and Nicholas J. Forelli as assistant vice president. They will be in charge of leasing. Previously, Konfong served as director of operations for Sky View Parc and Sky View Center, the 3.3-million-sq-ft, mixed-use complex in Flushing, Queens. Before joining Muss Development, Forelli was the director of leasing for Long Island-based Rosen Associates Management Corp.

MCGOWAN

CH2M Hill, Denver, hired Matthew McGowan as senior vice president of corporate development. McGowan has more than 25 years of experience managing and overseeing global mergers and acquisitions for the engineering and construction industry. In this role, he will be responsible for the oversight and leadership of merger and acquisition activities as well as lead the firm's public and private partnership initiatives. McGowan will be based in New York City.

Star America Infrastructure Partners LLC, New York, appointed Christophe Petit as president. He will join Sal Mancini, former chairman for Skanska USA Civil, who is acting chairman for the fund.

Lenore Janis, president of Professional Women in Construction, received an Industry Leadership Award at the Concrete Industry Board's annual President's Ball, which celebrates the careers of 2011's Distinguished Leaders of Industry who have made “outstanding contributions and given exceptional service to the construction industry.” Janis was one of eight honorees and the fourth woman to receive the award in 24 years.

BURTON

Paladin Construction Group named Paul Burton vice president of engineering. Burton has more than 30 years of experience related to engineering, manufacturing and design. In this new role, he will focus on research and development, new products, configure-to-order/engineer-to-order support and improving project launch accuracy. Burton will also be responsible for directing and managing engineering resources for Bradco, CP, FFC, McMillen and Sweepster brands at its four manufacturing locations.

Harbor Group International LLC, based in Norfolk, Va., hired John J. Rhim as vice president of acquisitions in the New York office.
