Yianna Pavlakos has joined LiRo Group as associate vice president. She was acting executive vice president at the New York City Housing Authority and is a former deputy commissioner at the Dept. of Homeless Services. Pavlakos also held senior management roles at CUNY's department of design, construction and management and at the city's Dept. of General Services.

The firm also promoted Dianne Pohlsander to senior associate. She is lead architect for the Nassau County First Precinct project, which is under construction, and involved in design of renovation and storm recovery projects for the NYC Housing Authority. She joined LiRo in 2011.

PC Construction, Burlington, Vt., has hired Ed Kellogg as regional manager for its Hudson Valley and upstate New York operations, based in Poughkeepsie, N.Y. Kellogg is chairman of the Dutchess County Economic Development Corp.

Christopher B. Kinzel has joined Peckar & Abramson PC as senior counsel in the firm's New York City office. Previously, he was general counsel and vice president of business development at Casino Development Group Inc., located in Maspeth, N.Y.

Teresa A. Dahlberg will join Syracuse University as dean of the College of Engineering and Computer Science, effective on Aug. 1. She has been dean of the Albert Nerken School of Engineering at The Cooper Union for the Advancement of Science and Art since 2013 and was named to the added role of university chief academic officer in 2014. According to an announcement from Syracuse , she boosted Cooper Union's engineering freshman class enrollment by 47% and doubled it for the master's program. Cooper Union began charging for undergraduate tuition last year for the first time since its founding in 1859.

Michael C. Williams has been named president and CEO for both Seneca Construction Management Corp. and the recently established 7GENS construction company, both based in Irving, N.Y., in the Seneca Nation. Williams, who is also a Seneca Nation tribal official, began his career as an ironworker and has supervised Seneca Nation projects. Seneca Construction Management Corp. has built casinos, housing developments, businesses, wastewater treatment facilities and energy projects on tribal properties. 7GENS is a certified New York state minority business enterprise that says it will also compete for work on non-tribal properties.

Zwicker Electric Co., New York City, has named Michael D'Auria as senior vice president of operations. He began his career at the firm as a project manager before becoming vice president.

HNTB Corp. has named Stephen Dilts vice president and New Jersey office leader. Based in Parsippany, he is a former commissioner and deputy commissioner of the New Jersey Dept. of Transportation and served as chairman of New Jersey Transit and of the New Jersey Turnpike Authority. Dilts also had been deputy executive director of the New Jersey Turnpike Authority. The firm also has named Joe Marcello as senior rail project manager, based in New York City. He had been senior program manager at New Jersey Transit Corp. Shoukat Ali also joined the firm as senior traction power engineer. He had been traction power manager at Parsons Brinckerhoff.

Renee Brown, president and CEO of C.W. Brown, an Armonk, N.Y., construction services firm, has joined LeChase Construction Services LLC, a Rochester, N.Y., construction management company, as vice president. The new role follows LeChase's April 1 acquisition of C.W. Brown. LeChase says its annual building construction revenue averages about $700 million. C.W. Brown is a certified woman-owned business enterprise with about $50 million in revenue.
