Respondents to the survey specifically identified the water/wastewater market as underfunded, citing continued delays in planning and construction.
"We are projecting approximately the same amount of new water/wastewater construction projects to advertise this year as advertised last year; however, funding for these projects continues to be a struggle for many cities and municipalities," says Tom O'Donnell, vice president and district manager of the Tempe, Ariz., office of PCL Construction Inc.
