While all four companies' employees were interviewed on-site, "no one admitted to removing any of the braces from the East wall," the report says. "No one witnessed anyone removing the braces … that they could positively identify."
"However, based off of the interviews, the braces were removed 1-2 days before the accident," it says.
Tayes owner Shannon Tayes is contesting the fine, claiming that someone "removed all my braces" from the wall. The other three firms did not return phone calls and emails for comment.
