Planning District of Columbia CSX Transportation is planning to rebuild the Virginia Avenue Tunnel, a 3,800-ft-long tunnel in southeast Washington that is 110 years old. The project will expand the tunnel to accommodate two tracks and allow for double-stacked freight cars, which will increase its capacity, eliminating a choke point for freight moving up and down the East Coast.
