Michael-SweeneyMichael Sweeney has been promoted to Northeast division president of HNTB Corp. He has served as the company’s New York office leader and senior vice president since joining the firm in 2013. 
 

WSP|Parsons Brinckerhoff has named Joseph G. Pulicare president of the U.S. transportation and infrastructure business. He had been chief operating officer and succeeds Cliff Eby, who the firm says is retiring. J. Steven Paquette also joins the firm as senior vice president and director of its U.S. region water practice. He was a vice president at Jacobs Engineering and served as its national water-wastewater business leader. 
 

New York City-based construction attorney Peckar & Abramson has promoted David Fultz, Scott Kearns and Denis Serkin to partner. The firm has also elevated Warren Friedman, Jesse Keene and Jenifer Minsky to senior counsel. Monique Cardenas and K. Stefan Chin were promoted to senior associate.
 

Peter-GuestArup has hired Peter Guest for its infrastructure team in New York City. Prior to joining Arup, he worked on the Houston METRO Light Rail Expansion project as project director for Parsons Corp. 
 

Cumming, an international project management and cost consulting firm, has rehired Derek Hutchison as executive vice president based in New York City. He will lead the firm’s East Coast operations and worldwide hospitality sector. Hutchison had been vice president of construction at Starwood Capital Group. 
 

The American Institute of Architects’ New York chapter has named Benjamin Prosky as its new executive director. He was assistant dean for communications at Harvard University’s Graduate School of Design. The chapter, AIA’s oldest and largest, will host the group’s 2018 national convention. “We need to keep in close contact with the city, state and national levels to understand what changes affect the profession, how we design and what we design for,” he told Architectural Record, ENR’s sister publication, last month. 
 

STV|DPM, a unit of STV, has promoted Mark DuPre and Elvis Rodrigues. DuPre has been elevated to vice president from project executive. He is a 10-year veteran of STV|DPM in Hartford, Conn. Rodrigues becomes project manager. He has worked at STV|DPM since 2013.

Brian-RussoLeChase Construction Services has promoted Brian J. Russo to vice president of Conifer-LeChase Construction, a joint venture between LeChase and Conifer Realty, based in Rochester, N.Y. He joined the firm in 2011 and has been an operations manager since 2013. 


Thornton Tomasetti, the international engineering firm, has announced three executive promotions: Andrew Goldbaum to chief operating officer; Rimma Zaleznik to chief financial officer; and Tod Rittenhouse to East region leader. 


Manhattan-based Lilker Associates Consulting Engineers has elevated Michael Leonick and Louis Licamelito to vice president. Leonick is electrical department head, and Licamelito is director of the Long Island office.


Obituary

Joseph D. D’Annunzio, who ran two family-owned New Jersey-heavy construction firms that had key roles in significant infrastructure projects in the New York City region, died in Naples, Fla., on Nov. 3. He was 86. At the time of his death, D’Annunzio was chairman of D’Annunzio & Sons, Clark, N.J. He co-founded the company in 1981.
