Developers Carpenter & Co. and Woodward Design + Build are working with the city of New Orleans to redevelop the old World Trade Center into a 350-room Four Seasons Hotel, which will also have 76 condos. The city owns the land and will lease it to the developers. The luxury hotel will occupy floors seven through 19, with 76 hotel-serviced condos on floors 21 through 30. The project also includes two new buildings on the northeast and southeast corners of the tower, which will extend over the streetcar and railroad tracks. The project is currently under design, with the construction and bid schedule to be determined. The project is valued at $364 million. Louisiana

Monsanto Co. is planning to expand its plant and office facilities in St. Charles Parish. The estimated $975-million project is currently proposed, and the owner is reviewing funding options and EPA approvals. Texas

Texas Central Partners is planning to develop a high-speed rail line from Dallas to Houston. The environmental impact study is estimated to be roughly one-third complete. The planned 240-mile roadway would provide a travel time of less than 90 minutes. The contractor on the design-build project is Dallas to Houston Constructors (DHC), a joint venture between Archer Western Construction and Ferrovial Agroman US Corp. Tarrant Regional Water District is evaluating bids on sections 10 and 11 of the IPL Pipeline Water Line. Work also includes construction of a cathodic protection system as well as various site, civil and roadway improvements. The project is valued at $88 million. The city of Laredo is seeking bids on an expansion project at the South Laredo Wastewater Treatment Plant. Work includes installing a submersible pump at the existing Influent Pump Station, constructing an aeration basin splitter box and aeration basin No. 3, expanding the blower facility/electrical building, constructing a secondary clarifier No. 4 and a secondary clarifier splitter box, expanding RAS pump station with new pumps and constructing a chlorine contact basin splitter box.
