New Michigan Gov. Gretchen Whitmer (D) has asked for an opinion from Attorney General Dana Nessel (D) on whether legislation to keep Enbridge’s Line 5 pipeline under the Straits of Mackinac and form the new Mackinac Straits Corridor Authority is constitutional. Outgoing Gov. Rick Snyder (R) signed a bill passed by the state’s Republican-led legislature Dec. 12 that approved construction and operation of a utility tunnel in the straits that would house a replacement for a segment of the pipeline and create a new authority to oversee the project.
