Brock Hoskins has been promoted to president and CEO of Garver, based in the Fayetteville, Ark., office, following the retirement of Dan Williams, who had served as president and CEO of the firm since 2012. Williams originally joined Garver as a project engineer in 1982 and is now serving as chairman emeritus. Hoskins joined Garver in 1990 as a design engineer.

Jeff Williamson has been promoted to president of the transportation group for Sundt Construction Inc., based in El Paso, Texas. He began his career in the construction industry as a field engineer in 1986 and has worked in both the field and the office at all levels of the business.

Bob Aniol was promoted to vice president and Dallas-Fort Worth regional director for Sundt’s building group, Texas district, based in Fort Worth.

Todd Gnospelius has joined AECOM in its Houston office as vice president for the aviation market. He brings more than 12 years of experience within the AEC industry, working with airports throughout Texas as well as in Denver and Abu Dhabi.

Charles Beauvoir has been hired at HNTB Corp. as senior program manager and vice president, based in the firm’s Houston office. Most recently, he served as an executive officer in the project management division of the Los Angeles County Metropolitan Transportation Authority.

Pape-Dawson Engineers has hired Ramon Salazar Jr. as associate vice president for the Houston office. He comes to Pape-Dawson with 34 years of experience in civil engineering.

RS&H has named Eddie Sanchez as its Texas state leader, based in San Antonio. Sanchez joined RS&H in 2017 and has 37 years of experience in transportation engineering, including 20 years with the Texas Dept. of Transportation.

Additionally, RS&H has hired Tony Arredondo to lead its Dallas office and promoted Nick Arnio to serve as its San Antonio office leader. Don Glenn has been promoted to transportation-infrastructure operations manager and will remain based in Houston.

David Mason has joined HOK’s aviation and transportation practice as a regional leader in Dallas. He brings more than three decades of experience leading diverse project teams for complex aviation projects across the world.

JQ Engineering has hired Mindy Frink as its business development and marketing director, based in JQ’s Dallas office.

Col. Lars Zetterstrom has joined Lockwood, Andrews & Newnam Inc. (LAN), serving as the firm’s federal program manager, based in Houston. Zetterstrom joins LAN following a 26-year career with the U.S. Army in various leadership roles. Most recently, he served as commander of the U.S. Army Corps of Engineers Galveston District.

Tony Ellstrom has been hired as director of preconstruction at Structure Tone Southwest for the Houston region.
