Cyrus Izzo, a co-president of Syska Hennessy, has been elected chair of the New York City metropolitan region of the American Council of Engineering Cos. for 2020-2021.

 

WSP has promoted Michael Mangione to national markets director for transportation. Most recently, he led the design firm’s highway, bridge mobility operations and tolling business. WSP also named Aron Kirsch vice president and national program manager for urban development. He was a senior vice president for development and construction at The Monian Group. Ettore Morelli is named senior vice president and national alternative delivery leader for transportation. He is the former vice president for global business development and alternative delivery at Parsons.

 

Michael P. Anderson has joined Boswell Engineering as its New York state regional director. Most recently, he had been AECOM’s vice president of transportation in the metro New York area.

 

Beverly, Mass.-based Seaborn Networks, a developer-owned operator of submarine fiber optic cable systems, appointed Steve Orlando as CEO. He joins Seaborn from Zayo Group, where he served as the senior vice president of fiber and network solutions.

 

STO Building Group has hired two senior executives. Claudia Healy, named chief human resources officer, had been senior vice president of human resource transformation at Verizon. Michael Whetstine, new SVP of finance, was formerly corporate controller at Kiewit. STO unit Structure Tone hired Nick Cassaro as senior project manager in Boston to develop its work in the life sciences sector. He was business development manager at DPS Group Global.

 

New York City-based JB&B has hired Janine La Marca as director of client relations for health care and life sciences, based in Philadelphia. She had been associate director of business development at the Harman Group.

 

Hamilton, N.J.-based RT Specialty has promoted David M. Slaugenhoup to vice president within its environmental and construction professional practice. He had been a senior consultant.

 

HNTB Corp. has made three new appointments. Sally Librera joins the firm as vice president of strategic planning and client support; she was a senior vice president at the New York Metropolitan Transportation Authority. Eric Celia was named project director and vice president; most recently, he was design-build and project management director off the New York State Dept. of Transportation. Dejan Matic was hired in the firm’s national tunnel practice as senior engineer for fire and life safety and tunnel ventilation; he was a senior information developer at Siemens.

 

U.S. Army Maj. Gen. (ret.) Robert D. Carlson has joined M&J Engineering, New Hyde Park, N.Y., as vice president and branch manager, based in Virginia. Previously, he was the senior military adviser to the assistant secretary of the Army for manpower and reserve affairs, headquartered at the U.S. Pentagon.

 

Newon, Mass.-based real estate developer RMR Group LLC promoted Jennifer Francis to executive vice president to lead its asset management division. She is responsible for asset management and leasing activities at all RMR managed properties.

 

Ryan Prime has joined the New York City office of VHB in the newly created role of sustainability service leader. Most recently, he was director of strategic performance at Skanska USA Civil.

 

Bala Consulting Engineers has made two appointments in its structures practice group. Daniel Urritia, named a senior project engineer, had been founder and principal of SC&T Structural Engineering. Steven Koniuk, now an associate, was promoted from structural engineer.

 

Picone Construction named new managers at two offices. James Burns now is marketing manager in Buffalo, N.Y. Dave Sanford was hired as an estimator and business development representative in Clarence, N.Y.

 

New York-based global co-living operator Quarters has named Esther Bahne as co-CEO and chief marketing officer. She had been global head of strategy and innovation at MINI, part of the BMW Group.

 

BFC Partners, which builds mixed income and affordable housing projects in New York and New Jersey, has hired Charisse Adams as its social worker to work with formerly homeless tenants across company properties. She had been a social work case manager for Catholic Charities.

 

CNY Group has promoted Jack Mesagno to vice president of learning. He was previously a project executive.

 

Perkins Eastman has made a number of promotions in its New York office. Chris Ernst, Mindy No, Sung Park and Mathew Snethen are now principals. New associate principals are Romelda Forbes, Francisco Tsai, Abbas Uddin and Jamie Weller.

 

The Real Estate Roundtable has named two construction professionals as officers. Suffolk Chairman and CEO John Fish was named chairman; his term will begin in mid-2021. The organization also named Related Cos. CEO Jeff T. Blau chair of a newly established equity, diversity and inclusion committee.

 

The Boston Planning & Development Agency has named Barry L. Reaves the agency’s first director of diversity, equity and inclusion. He had been the city’s assistant director of investigations and training. Reaves also previously managed the discrimination complaints program for the U.S. Naval Air Systems Command.

 

AECOM has named Wahid Albert vice president and regional director of highway/bridge projects for the New York City area. He was previously assistant commissioner and chief engineer at the New York State Dept. of Transportation.

 

Global design firm Populous has appointed senior principal Jonathan Mallie, also leader of its New York City office, as a board director.

 

Partner Engineering and Science Inc. has hired Robert W. Barone as director of its White Plains, N.Y., office. He had been senior managing director at real estate firm CBRE.

 

French & Parrello Associates, a Wall, N.J.-based engineering firm and environmental consultant, has made several executive changes. Steven A. Tardy is elevated to CEO from chief operating officer. He also has been a Rutgers University Civil Engineering Industry Advisory Board member since 2011. Succeeding him at the firm is Andrew L. French, who had been technical organization leader of its land development group. The company also named David A. Martin as a project consultant for its utilities engineering team. He joins from Comcast Cable, where he served as director of engineering and operations.

 

Daniel Rukakoski, a vice president in Tighe & Bond’s Westfield, Mass., office, has been appointed the firm’s business line leader for environmental consulting services.

 

Mark Joyce rejoined Boston-based Charter Contracting Co. LLC, an environmental and civil construction firm, as director of business development. He most recently served as business development manager for Enact, a national provider of environmental remediation and geotechnical construction. Previously, he served as Charter’s business development manager.

 

Consigli Construction Co. hired Matt McCullough as project executive. McCullough previously served as a project executive at Turner Construction.

 

Vanderweil Engineers hired Kevin McNamara in the firm’s Boston office as an associate principal to lead its commercial interiors group. He previously served as associate vice president and senior project manager at NV5.

 

The Pioneer Valley Building Trades Council elected Colton Andrews as president. He is business manager for Laborers’ Local 596 and also is an executive board member of the Western Massachusetts Area Labor Federation and the Massachusetts Building Trades Council.

 

TRC Cos. has named Ed Myszka as power sector president, based in Windsor, Conn. He joins the firm from Honeywell Inc., where he was vice president and general manager of its smart energy business unit. Myazka, also a former GE manager, succeeds Jim Mayer, who TRC says remains “in an executive leadership role.”

 

Rachelle Tucker was promoted to assistant vice president at industry insurance broker and risk consultant Ames & Gough. A senior account manager based in Boston, she joined the firm in 2014 and also is a former chapter director of the Massachusetts Association of Insurance Women.
