Bowman Consulting Group Ltd. has appointed Dan Swayze executive vice president of energy services. Most recently, Swayze was chief operating officer at Onyx Renewable Partners L.P., a national renewable energy developer and financier established by Blackstone in 2014. In that position, he led the engineering, procurement, construction and asset management divisions of the New York City-based company.
Freese and Nichols Inc. has hired Sabu Paul, a water resource engineer, in its Alexandria, Va., office as program director for its work in a joint venture supporting the Federal Emergency Management Agency’s efforts to reduce flood risk for the East Coast and Great Lakes regions. Freese and Nichols is part of the Advancing Resilience in Communities Joint Venture (ARC JV), a team of consultants led by Michael Baker International to support FEMA’s administration of the National Flood Insurance Program. Paul previously worked as a senior project manager for the city of Alexandria and as an engineering manager/senior project manager at Atkins. He also worked for Michael Baker International in various positions.
The National Ready Mixed Concrete Association has promoted Greg Lewis to the newly created position of chief communications officer. Lewis previously served as executive vice president, communication and promotion strategy. The group also named Tim Cooper as executive vice president, human resources.
McFarland Johnson, a planning, engineering, technology, environmental and construction services firm, has hired Jason Shevrin as division director of MJ’s recently formed technology division, InfraSolutions. Based in the firm’s Philadelphia office, Shevrin previously worked for Arora Engineers Inc. as chief operating officer for planning, design and construction.
Amber Wiley, an award-winning architectural and urban historian whose teaching and research center on the social aspects of design and how it affects urban communities, has joined the University of Pennsylvania Stuart Weitzman School of Design as presidential associate professor and the inaugural Matt and Erika Nord Director of the Center for the Preservation of Civil Rights Sites. She will teach principally in the graduate program in historic preservation. Wiley’s scholarship examines how preservation and public history contribute to the creation and maintenance of a city’s identity and sense of place.
Deb Niemeier has been named director of the Center for Disaster Resilience, a research hub focused on the risks posed by natural hazards, including extreme weather. The center is based at the University of Maryland’s school of engineering.
Stacey Le has joined Dewberry as a senior associate and regional market segment leader in its Richmond office. She will support water and wastewater projects in central Virginia. Le had worked for Whitman, Requardt and Associates LLP as an associate. Her capabilities include project management and engineering design. She has experience leading civil and mechanical engineering efforts for multiple municipal water and wastewater clients.
