The Louisiana Coastal Protection & Restoration Authority is planning to carry out the Mid-Breton Sediment Diversion Project. The project entails constructing a diversion structure on the mainline levee on the east bank of the Mississippi River near Wills Point at approximately river mile 68 and extending into the Mid-Breton Basin in Plaquemines Parish. The diversion structure will include an inlet, a 2,500-ft-long, 1,400-ft-wide corridor capable of diverting up to 75,000 cu ft per second. The diversion will build and maintain almost 16,000 acres of new land in the Breton Basin during its first 50 years of operation. Construction is expected to begin in July 2026. Stantec has been hired as designer, and Massman Construction Co., Brown & Root, Traylor Bros. and Parsons Construction Group Inc. have been chosen as construction managers at-risk. LOUISIANA

BIA Energy Operating Co. LLC is planning to build a blue methanol plant on a 74-acre site at the Port of Caddo-Bossier in Shreveport. The methanol production and processing facility will include docks, wharves, tank farms and piping. It will have a production capability of 530,000 metric tons of methanol annually, using natural gas as a feedstock, and will feature carbon capture capabilities. Stream Realty and AMLI Residential are planning to develop the Silver Line Rail Transit-Oriented Development on an 18-acre site in Addison. Located at the future Silver Line Rail Station operated by Dallas Area Rapid Transit (DART), Phase 1 will include a six-story, 160,000-sq-ft office building; a 623-space public parking garage; a 13-story, 270-unit, 250,000-300,000-sq-ft residential tower with a 380-420-space parking garage; a seven-story, 412-unit, 330,000-375,000-sq-ft residential tower and 590-630-space parking garage; and a 45,000-sq-ft retail, restaurant and entertainment complex. Castle Hill Partners is planning to build The Trails, a 1,373-acre master-planned residential community in New Caney. It will encompass over 2,000 homesites and 600 acres of nature trails and outdoor recreation opportunities, including a resort-style family pool and separate lap pool. The first phase will comprise 254 homesites. Lennar Homes of Texas Land & Construction Ltd., Dream Finders Homes, Westin Homes, Village Builders and Chesmar Homes Houston have been selected as general contractors. El Paso Water Utilities is planning to expand and upgrade the Roberto R. Bustamante Waste Water Treatment Plant. The project will include a new anaerobic digester; linear motion mixer; two digester waste gas burners; two pilot gas control panels and 16-in. low-pressure digester gas pipeline from the anaerobic digesters to the waste gas burners; and upgrades to existing anaerobic digester pump rooms including structural modifications, demolition of existing equipment and installation of four sludge heat exchangers. Sundt Construction and PCL Construction were chosen as construction managers at-risk. Construction is expected to begin in November 2023 and be complete by August 2026. The U.S. General Services Administration is planning to improve the Fort Bliss Railyard. The project includes extending and connecting dead-end tracks to the yard lead, adding north rail access to Union Pacific track, the addition of loading spurs with concrete aprons, and a field latrine and troop shelters for use during times of continuous deployment and redeployment operations. The project also includes building information systems, fire alarm systems, and cybersecurity measures. The project is valued at between $100 million and $250 million.
