Spanning more than 30 acres, this $92-million campus creates a space for first responders to receive specialized, scenario-based training that emphasizes hands-on tactical practice in real-world situations.

Combating material shortages, inflation and cost escalation took consolidated effort. When TPO roofing membranes became scarce, the team developed a temporary roofing system to enclose the building so interior work could begin. Nonetheless, the project faced cascading delays since acoustical soundproofing couldn’t be installed without a finished roof. The team instead modified the soundproofing approach so installation could proceed within the new constraints.

An indoor scenario streetscape was created based on a typical Chicago intersection with mixed-use buildings lining the streets. Each classroom and training space along the street facade features cantilevering bays that open to face the sidewalk, revealing the training taking place internally.

During value engineering, both building size and materials changed as costs evolved. The effort ensured an on-schedule and under-budget completion. With the cost savings, the client purchased furniture, audio/visual equipment and additional first responder training equipment.

Although the project was initially the target of widespread protests, through consistent and transparent engagement, the project team earned trust from the local community.
