Andrew Gilstrap

Andrew Gilstrap has joined Howell Construction as a vice president. With nearly two decades of experience overseeing the construction of notable projects across the Front Range, Gilstrap’s portfolio includes the Colorado State University Spur Campus at the National Western Center, the CDOT Region 1 Headquarters and the National Renewable Energy Laboratory Energy Systems Integration Facility.

Del Walker has been named Denver’s office leader for HNTB Corp. Walker joined HNTB in 2022 as a senior program manager and has more than 35 years of engineering and transportation experience. Walker’s career includes positions such as deputy assistant general manager for capital programs at Denver’s Regional Transportation District, where he oversaw the implementation of the RTD FasTracks program.

Catamount Constructors announces the hiring of Autymn Rubal as director of business development for the Mountain West market.

Jim Russell, director of the Utah State Division of Facilities Construction and Management (DFCM), will take the helm of University of Utah facilities management. Russell has worked at DFCM for nearly 20 years, including seven years as the division’s director, and currently oversees more than 700 construction projects valued at more than $5.5 billion. He replaces Robin Burr, former chief facilities officer.

Ryan Schmidt

Ryan Schmidt has been named vice president and district manager for the Rocky Mountain Region of PCL Construction Enterprises. A 26-year veteran of PCL, Schmidt will oversee operations throughout Colorado, focusing on strategic growth throughout the region.

Jeff Miller has been named senior construction manager for Denver buildings. From his start as a PCL intern in 1992, Miller has served as a senior construction manager for projects in the Denver area.

Christine Romero has been named chief of staff at Encore Electric. She has 20 years of experience with the firm.

General contractor W.E. O’Neil Construction has promoted Matt Hoster to president in Colorado. He will lead the Denver and Colorado Springs offices and succeeds Todd Guthrie, who is now regional president. He is working with Guthrie on a broader strategy that leverages the company’s nearly 100 years of national growth, 12 offices in six states and more than $1 billion in annual revenue.

Gerry Murray, POWER Engineers generation division manager, has been named head of the company’s affiliated foundation, replacing outgoing chair and POWER CEO Jim Haynes. Murray is a founding director of the POWER Foundation and joined the original board when it was established in 2013.

Laura Shivers

Utah-based Big-D Cos. recently announced the promotion of Laura Shivers to the role of vice president of marketing and business development. With Big-D since 2020, Shivers will use her background outside the construction industry to align the contractor’s marketing and business strategies to foster a culture of creativity and collaboration across teams and departments.

Brandon O’Bryan has joined Parametrix as a senior surveyor. With more than 15 years of experience managing survey projects, he specializes in boundary, cadastral, topographic and ALTA/NSPS surveys. Before coming to Parametrix, O’Bryan served as a project surveyor with Advanced Technology Surveying & Engineering.
