Edward T. Broderick

Gilbane Inc., the Providence, R.I., parent of Gilbane Building Co. and Gilbane Development Co., elevated Edward T. Broderick to CEO, effective Oct. 1. Currently, he is president and CEO of the latter unit. Broderick succeeds Thomas F. Gilbane Jr. as CEO and is a fifth-generation member of the family-owned firm in the role. Set to succeed Thomas Gilbane Jr. as non-executive chairman on Jan. 1 is Steven T. Halverson, retired CEO of design-build firm The Haskell Co. Gilbane has not yet announced a successor to Broderick, says a spokesman. Gilbane Building also promoted Kate Casey to operations manager of its Albany, N.Y.-based unit. She was its operations excellence manager.

PML LLC, a New York City owner advisory firm, named Scott Weisberg as executive vice president and COO. He was senior vice president and operations director of Lendlease, the Australian developer-contractor. It now is refocusing operations and real estate investment in that country, divesting U.K. and U.S. projects. Consigli Building Group, Milford, Mass., is set to buy Lendlease’s New York and New Jersey units. PML was launched by Peter Lehrer, who co-founded Lehrer McGovern Inc., which Lendlease later acquired.

Clune Construction, Chicago, has elevated five New York City managers. Patrick Dwyer and Eric Sugarman are senior vice presidents, and Teddy Kalaboukas, Danny Mastropierrro and Michael Camier are vice presidents.

Sofia Berger

WSP USA, New York City, has named Sofia Berger to lead its U.S. earth and environment business unit, overseeing about 4,000 employees, the firm says. Formerly director of its U.S. transportation and infrastructure business, she succeeds Joe Sczurko, who now is president of U.S. business operations. Succeeding Berger is Jerry Jannetti, formerly WSP East region president.

Global project and cost management firm Cumming Group elevated Gavin Middleton to COO for North America, based in New York City. He was executive vice president of its U.S. project management division. Christine Mosholder is named to a newly created role as North America chief development officer, based in Boston. She was senior vice president.

Marilisa Stigliano

New York City-based professional services firm STV promoted Marilisa Stigliano to senior vice president. She joined the firm in 2021 and also is an associate construction engineering professor at Columbia University.

Design firm Ware Malcomb has named David Jaffe director of architecture in New York City. He was a principal for The Switzer Group, a New York City-based design firm.

Irvin E. Richter

Irvin E. Richter, 79, an innovator and leader in global construction claims resolution and project management as founder in the mid-1970s of New Jersey-based consultant Hill International and later CEO and chair, died June 22 in Voorhees, N.J., after a stroke, said his son David, also his successor as CEO. Hill “worked on some of the largest, most complex construction projects around the world,” the firm said, citing Richter for pioneering approaches in claims management, litigation alternatives and project monitoring. David Richter noted his father’s personal involvement in the firm’s work to settle disputes on projects such as the Channel Tunnel and Petronas Twin Towers in Malaysia and to manage megaprojects such as creation of the Palm Jumeirah resort in the Persian Gulf. Richter oversaw Hill’s growth into a publicly traded giant, telling ENR in 2007 that “the marketplace is looking for size.” But he also witnessed the split of its two core specialties into separate firms before he stepped down in 2016. Active in industry groups, Richter was a board member of the ACE Mentor Program and past national president and fellow of the Construction Management Association of America.
