The U.S. Army Corps of Engineers is planning to select a design-build firm to construct the Albeni Falls Dam fish passage facility in Oldtown. The entrance structure will discharge approximately 300 cu ft per second with two vertical slot entrances, a gravity water supply system, a fishway, a ladder, a pre-sort pool, a fish lock for lifting fish, a sorting facility and a truck loading area. LOUISIANA

CF Industries Holdings, Mitsui & Co. and JERA Americas are planning to construct the Blue Point Ammonia Complex in Donaldsonville. It will encompass the ammonia plant, cooling towers and storage and loading facilities to manufacture low-carbon ammonia. Engineering design is by thyssenkrupp Uhde USA LLC and Haldor Topsoe Inc. MICHIGAN

The Library Street Collective is planning to carry out the Stanton Yards Waterfront Cultural Arts redevelopment project. The project involves the adaptive reuse of a 13-acre marina as well as four pre-war industrial buildings, including a former theater, marina showrooms, service shops and a Navy shipyard from World War II. The transformation will combine historic architecture with modern upgrades and accessibility to create a campus for arts organizations, creative retail, artist studios, independent hospitality ventures, a new waterfront restaurant and office building. It is being designed by SO-IL Architects and OSD (Office of Strategy + Design). The project is valued at between $25 million and $50 million. Library Street Collective, Attn: J.J. NEW YORK

The city of Niagara Falls is planning to develop the Vincent Welch Build-Ready Solar Project. It entails constructing a solar farm on a 16-acre site that was once the Love Canal landfill, owned by the Hooker Chemical Co., that was the worst environmental disaster involving chemical wastes in U.S. history. The New York State Energy Research and Development Authority has initiated the process to determine the feasibility of reclaiming and developing the land. Once a site is identified for redevelopment, the Build-Ready program takes charge of project design, engineering, permitting, electrical grid interconnection review and the development of a host community benefit package. Acting as a private developer, NYSERDA negotiates PILOT (payment in lieu of taxes) agreements and community benefit agreements to bring these difficult sites back into productive use for renewable energy generation without competing with the private sector. The plan for the Love Canal site involves implementing a ballasted solar electric system that uses concrete weights to anchor the framing that holds the solar panels, eliminating the need for posts or post holes that would penetrate the ground, well-suited for contaminated properties like Love Canal where the caps should not be compromised. NORTH CAROLINA

J.E. Dunn Construction has started building the Veterinary Health and Education Complex expansion on the Colorado State University campus in Fort Collins. The three-story, 300,000-sq-ft building will include a veterinary education center and a primary care clinic. Renovations or expansions of current spaces will include a livestock teaching hospital adjacent to the Johnson Family Equine Hospital and an animal specialty hospital. 8/8 Lynwood Unified School District is seeking bidders to build the Lynwood High School Imperial Campus new classroom building. The three-story, 156,384-sq-ft building will contain 71 classrooms. Mechanical equipment will include variable refrigerant flow systems. The science labs will include acid waste lines. The culinary area will include a grease interceptor. WYOMING

8/23 The U.S. Bureau of Reclamation is seeking bidders to carry out the Boysen Power Plant G1 and G2 generator rewinds. The power plant is located 20 miles south of Thermopolis. The work will include designing, building and delivering one work platform for access to generator bores; removing existing armature windings; furnishing, installing and testing new generator armature windings; and furnishing, installing and testing new stator cores.
