ARIZONA

Wexford Science & Technology is planning to build Phoenix Bioscience Core Building #1 at 843 North Fifth St. in Phoenix. The seven-story, 500,000-sq-ft building will be part of the life science innovation district. Okland Construction Co. has been chosen as the design-builder. FLORIDA

The Miami-Dade County Dept. of Transportation & Public Works is planning to carry out the Northeast Corridor Rapid Transit project. The project is one of five rapid transit corridors of the Strategic Miami Area Rapid Transit (SMART) Program. The 13.5-mile-long corridor will run from MiamiCentral station in Downtown Miami to the new Aventura Station in the City of Aventura along the existing Florida East Coast railway tracks. The project will include two existing Brightline stations, along with five new commuter rail stations and their associated park-and-ride sites for a total of 521 parking spaces. Also, a train vehicle maintenance facility is planned at an existing rail yard located at 9400 NW 37th Avenue in Miami. The proposed commuter train stations are east of Biscayne Boulevard in Downtown Miami, the Design District, Wynwood, Magic City Innovation District/Little Haiti, North Miami and the Ojus area just west of Aventura. The project is valued at $538 million. Construction is expected to start in August 2025 and be completed by December 2027. IOWA

The City of Cedar Rapids is planning to carry out the Cargill Flood Control improvement project, involving improvements to floodwalls, levees, gates and pump stations. MAINE

The Maine Dept. of Transportation is planning to construct the Sears Island Floating Offshore Wind Port, a staging port for offshore wind power projects. It will encompass an assembly area to build and deploy the turbines (fabrication, staging, assembly, maintenance and deployment) on 100 acres of state-owned land reserved for port development. In addition it includes constructing the first U.S.-flagged, Jones Act-compliant semi-submersible barge. Construction is expected to start in February 2027 and be completed by August 2029. VIRGINIA

Spotystecno Campus LLC is planning to carry out Phase 2 of its Spotsytech Data Center Campus project in Spotsylvania Courthouse. Phase 2 will entail construction of nine two-story data center buildings totaling 1,687,500 sq ft. Construction is expected to start in July 2027 and be completed by July 2030. CALIFORNIA

SANDAG (the San Diego Association of Governments) has chosen the joint venture of Flatiron, Skanska and Stacy and Witbeck (FSSW) to carry out the Batiquitos Lagoon Railroad Replacement Project. The project entails adding .75 miles of second mainline rail track from Avenida Encinas in Carlsbad to La Costa Avenue in Encinitas across the Batiquitos Lagoon. The project also includes replacing a wooden trestle bridge—built in the 1930s—with a modern, double-track concrete rail bridge. As a result of the bridge replacement, lagoon tidal flow will be improved due to a wider channel underneath the bridge. The new bridge will also enable passenger trains to pass slower freight trains, thereby alleviating passenger train delays and increasing the efficiency and reliability of the Los Angeles-San Diego-San Luis Obispo (LOSSAN) coastal rail corridor. 9/9 The Port of Corpus Christi Authority is requesting proposals for design-build services for the Inner Harbor Seawater Desalination Plant. The reverse osmosis plant will have a capacity of 30 million gallons per day. The plant will be designed to produce potable water, and will be fully integrated into the city’s regional water system. OREGON

9/19 The Oregon Military Dept. is seeking bidders to carry out seismic upgrades to the Owen Summers Readiness Center, an 85,680-sq-ft building in Salem. The work will consist of interior and exterior seismic upgrades, the addition of concrete shear walls and footings, steel bracing, concrete footing expansions and micropiles, deconstruction and reconstruction of walls and staircases, relocation of interior doors and walls, and relocating interior services including plumbing, electrical equipment, communications and HVAC equipment. LRS Architects Inc. is the designer. Construction is expected to begin in November 2024. The project is valued at between $11 million and $12.2 million.
