This $153.5-million effort replaced pavement across 52 lane miles from Wheatland Avenue to Interstate 5. The comprehensive initiative aimed to enhance infrastructure longevity, providing a minimum service life of 40 years.

The project team placed approximately 160,000 cu yd of jointed plain concrete pavement throughout the project’s nearly four-year duration, reaching on time completion in April 2024.

Scope of work included the rehabilitation of on- and off-ramps, connectors, adjacent shoulders, overhead sign structures, traffic loop detectors, center median barriers and the guardrail system. Improvements extended to the freeway lighting system, traffic signals at ramps and the upgrade of existing curb ramps to comply with ADA standards.

Stormwater treatment devices were also incorporated to eliminate trash from storm drains, showcasing a commitment to environmental sustainability.

Meanwhile, an unprecedented concrete shortage struck in the middle of the project. To ensure material availability for paving operations, which was sometimes unknown until a few hours before work began, the team collaboratively identified alternative suppliers and coordinated quick approvals from the owner. In total, four additional suppliers were approved and used to ensure the necessary materials were available for each of the 45-day ramp closures prior to starting work, which kept costs and schedule from ballooning.
