After a mold infestation displaced 1,200 soldiers from the Smoke Hill Barracks at Fort Liberty, the base executed a rapid disaster infrastructure contract to quickly remedy the situation. Under the $74-million contract, the design-build team fast-tracked the renovation from a conventional three-year timeline to less than a year.
The restoration of the barracks included demolition and renovation of the mold-infected housing while updating the facility to modern suite configurations. The contract specified demolition of the barracks to load bearing members and a complete renovation of the interiors and finishes and all infrastructure.
The project addressed landscape/civil, structural, architectural, mechanical, plumbing, electrical, communications, fire protection, cybersecurity and sustainability issues—all were completed in under one year. The 11-month project required strong collaboration among the five main stakeholders: contractor Conti Federal, designer Wiley|Wilson, Fort Liberty and the U.S. Army Corps of Engineers Omaha and Savannah districts.
The project was completed under budget and on schedule in 2023.
