Allan Paull was named president of the Building Contractors Association-NY, which negotiates and administers collective bargaining agreements between building trade unions and contractor members in New York City, Long Island and Westchester County. He is executive vice president of civil and structural engineering at AECOM Tishman.
DPR Construction has elevated Camilo Garcia to co-leader of its Northeast region, overseeing business units in Boston, New Jersey, Baltimore, Washington, D.C., and Richmond. He joins co-lead Mike Humphrey. Adrienne Rosenbaum is named co-lead of the Washington and Baltimore units, joining Christopher Hoffmann. James Zocco now leads DPR regional self-perform work strategy.
Steve McElligott, senior vice president of Watertown, Mass., engineer VHB, has been promoted to executive markets lead to oversee advancement in transportation, energy, real estate, institutional and federal markets, the firm said. He was recently appointed as an American Road and Transportation Builders Association division board member.
Eric Rappel is elevated to chief operating officer of Norco Construction from operations vice president of the Manhasset, N.Y., general contractor, construction manager and design-builder.

Linda Nunnelly has rejoined architect Moody Nolan as national business development leader, based in Washington, D.C. Formerly business development vice president at Delon Hampton & Associates, she also had directed Moody Nolan East Coast and Southeast region business development. The firm also promoted Ochuko Edema to director of New York operations.
Hourigan, a Richmond construction and development firm, has named Mark Rainey director of mission critical and data centers. He previously served as a project executive at HITT Contracting Inc.
Colantonio Inc., a Holliston, Mass., CM and general contractor, promoted Andrew Kantorski to director of construction. He specializes in historic renovation and multi-unit residential projects.
Christopher Marotto, Francis Altieri Jr. and Marissa D. Mead have been elevated to principal at Philadelphia architect-planning-design firm FCA. Marotto specializes in information technology; Altieri focuses on health care; and Mead is director of art integration.
Skanska USA-Civil has promoted the following: John Crecco, Vincent Evola and Brian Reilly to Northeast region senior vice presidents of operations; Robert Coutts and Steve DelGrosso to New England vice presidents of operation; and Alexander Borovets to chief engineer in New York City.
Obituary

David W. Miller, 95, a pioneer in the global study and practice of groundwater geology and contaminant flow and co-founder and CEO of consultant Geraghty & Miller, Syosset, N.Y., died on March 7 in Brewster, Mass.
Launched in 1957 with peer expert James Geraghty, the firm was acquired in 1993 by Dutch global consultant Heidemij and became that company’s Colorado-based North America hub—rebranded as Arcadis.
Miller was principal author in 1977 of a definitive congressional report on groundwater remediation and with Geraghty, the former company chair who died in 2011, wrote many of the field’s defining guidelines and texts.
A top U.S. Environmental Protection Agency official in the 1980s said the principals were “a decade or more ahead of everyone else in terms of technology.”
Miller retired in 1997 but continued to do consulting.
