Evan McKee has joined contractor Suffolk as chief operating officer for its Dallas-Fort Worth region. He was vice president at the Whiting-Turner Contracting Co. and regional health care market coordinator. Suffolk now manages renovation projects at the University of Texas-Dallas Research Operations Center and at Dallas-Fort Worth Airport Terminal C.
Atlas Technical Consultants Inc., a Dallas infrastructure and environmental specialist, has named Giuseppe Robbiano chief information officer. Based in Houston, he was vice president of information technology at Cooper Machinery Services, an industrial equipment supplier.
Michael Baker International has elevated Al Bowman to office executive for its Atlanta and Nashville region. He had worked at Moreland Altobelli Associates and at HNTB.

The University of Georgia has appointed Alessandro “Alex” Orso as dean of the College of Engineering, effective July 1. He currently serves as a professor in the Georgia Institute of Technology College of Computing and is director of the Scientific Software Engineering Center. A fellow of the Institute of Electrical and Electronics Engineers, he leads research in software testing, program analysis and debugging.
Energy developer Glenfarne Group has elevated Jorge Hoyos to managing director in Houston, leading its power unit EnfraGen LLC. In addition, Oliver Wood has been promoted to project director of the Texas LNG export terminal to be built in Brownsville. Formerly its construction and module director, he now leads project delivery of the 4-million-ton-per-year facility, with Kiewit selected last year as EPC contractor.
Emily Gepner has been elevated to chief human resources officer of AECOM. Formerly its global capabilities officer, she succeeds Shirley Adams, who retires later this year.
Jim Spangler, founder, president and CEO of Spangler Environmental, a Durham, N.C., environmental and risk management consultant, has joined Earth Systems, a Jacksonville Beach, Fla., consultant-engineer after it acquired his firm, the companies said March 26. Now president of the Spangler Environmental unit, he also is a former board member of the National Association of Environmental Professionals.
Ren McKean has joined McMillan Pazdan Smith in Atlanta as chief people officer. She brings a history of building and leading high-performing teams in remote, hybrid and onsite locations, says the architecture firm.

Kim Williams has joined contractor Swinerton as regional director of strategic pursuits and marketing, based in Atlanta. She was vice president and Southern states district marketing director at WSP and also East region marketing director at JE Dunn Construction.
Professional services firm STV elevated two transportation design and project leaders to vice president and area manager—Andrew Fisher, based in North Charleston, S.C., and Patrick Livingston, based in Raleigh. STV also elevated Sean Pulsifer, vice president, to national architectural discipline leader in its buildings group. He is based in Philadelphia.
Energy services developer, engineer and contractor Bernhard LLC, Metairie, La., which will rebrand as ENFRA LLC on May 1, elevated Chris Benson to vice president of emerging technologies. He was vice president of development. Benson rejoined Bernhard in 2022 to lead development of turnkey energy projects. Promoted to chief financial analyst are Garrett Hensley and Curt Poff.
