Two top executives of R.T. Dooley Construction LLC, Charlotte, N.C., have new titles following the firm’s Feb. 23 acquisition by Balfour Beatty Construction U.S., the Dallas-based unit of Balfour Beatty plc, London. Dooley Chairman Robert T. Dooley III becomes chief operating officer of Dooley, now a unit of Balfour Beatty’s Charlotte-based southeast division. David Dooley, formerly vice chairman, is now the unit’s CEO. Dooley President Tim Garrison remains in that role with the firm under its new ownership.

Dikita Enterprises, a Dallas engineer and project management firm, has named Ron Smith, senior vice president of operations. He had been vice president and chief operating officer at TEI Construction and Engineering Inc., also Dallas based.

Robert Varney has joined Normandeau Associates, a Bedford, N.H., environmental consulting firm, as a senior vice president. He previously served as administrator for the U.S. Environmental Protection Agency’s Boston-based region, a post he held for the last eight years, and is a former commissioner of the New Hampshire Dept. of Environmental Services.

QORE Property Sciences, a Duluth, Ga.-based engineering firm, has named Bill Johnson president and CEO. He previously served as president and CEO of NorthStar Communications Group, a unit of contractor BE&K Inc. recently acquired by American Fjikura Ltd. BE&K is now a unit of KBR, Houston.
