Wiley V.“Bif” Johnson III has been named president and CEO of Hurt & Proffitt, a Lynchburg, Va.-based engineer-surveyor. A 21-year company veteran, he had been chief operations officer. Troy D. Williams has been named vice president and a company board member.

Doug Audiffred has been named chief financial officer of St. Louis-based McCarthy Building Cos. Inc. He was vice president of finance and has been a member of the company’s executive committee since 2007.

Todd McLeod has joined Harrington Engineering, Rocky Hill, Conn., as president of its newly formed energy services group. He previously served as manager of global installations for manufacturer UTC Power in Middletown, Conn.

Michael Cobelli has been promoted to executive vice president of Skanska USA Civil Northeast from senior vice president and general manager. The Whitestone, N.Y.-based company also named Sal Taddeo executive vice president for Skanska USA Civil Southeast, which includes oversight of its Bayshore Concrete Products unit in Virginia. He was vice president of operations for Skanska’s Northeast group. Ali Catik has been elevated to executive vice president for Skanska USA Civil West, to include a new Seattle-based district in partnership with Skanska USA’s building company.

T.A. Gorman Inc., a Baltimore-based engineer-contractor, has named Barry K. Fahr president and promoted Deborah Dunkes to secretary and treasurer. Fahr, a 21-year firm veteran, was previously vice president of project management.

Brig. Gen. Todd T. Semonite has been named commander of the Army Corps of Engineers’ South Atlantic division in Atlanta. He was commander of the Corps’ North Atlantic division, based in Brooklyn, N.Y., and is former assistant commandant of the U.S. Army Engineer School.

Peter J. Kienle has joined the Raleigh, N.C., office of construction manager MBP as director of business development. He previously served as chief marketing officer for engineer McKim & Creed and is a past national president of the Society for Marketing Professional Services.

Ontario, Calif.-based HMC Architects has appointed principal Pasqual Gutierrez to the position of director of architecture. Gutierrez, formerly studio director, also is director for the American Institute of Architects’ California Council. Larry H. Staples also has joined the firm as principal in its Las Vegas practice. He was previously with JMA Architects, also based in Las Vegas.

Bingham Construction, a commercial general contractor in San Diego, has promoted Mike Gault to vice president of electrical and solar services. He had been chief estimator.

Fluor Corp., Irving, Texas, announces several senior executive changes. David T. Seaton is promoted to senior group president, overseeing the global contractor’s energy and chemicals, power and government business groups. David E. Constable becomes group president of project operations, a newly created entity that will serve the company’s core global business groups. David R. Dunning assumes Constable’s previous position as president of the power group. Succeeding Seaton as group president for the energy and chemicals unit is P.W.B. “Peter” Oosterveer, who was senior vice president in that unit, based in Haarlem, The Netherlands.

Aaron Wright has joined real estate manager Helmsley Spear West Inc. as senior vice president in its San Francisco headquarters. He was most recently chief operating officer for Base Partners Inc., a San Francisco developer.

John Medeiros joined engineer-architect PBS&J,Tampa, asseniorprogrammanagerinits military installations planning and asset management division. Medeiros recently retired as Associate Air Force Civil Engineer in Washington, D.C., with the rank of colonel.

Christopher Puccio has joined engineer-contractor MWH, Broomfield, Colo., as principal consulting and technology manager for its business solutions group. He was senior consultant at the broadband consulting firm Civitium and also served as chief information officer and director of information technology for the city of Boulder, Colo.

Hill International Inc., Marlton, N.J., announces several appointments in its construction management and claims consulting business units. Joining the firm as senior vice presidents are John G. Spitz, who oversees project management operations in the United Arab Emirates, based in Dubai, and William W. Brubaker, who is overseeing similar operations in North Africa, based in Cairo. Spitz was vice president of construction and development for Liberty Property Trust, a Malvern, Pa., real estate investment trust. Brubaker was director of facilities engineering and operations for the Smithsonian Institution. Also joining the firm as senior vice president in its claims group in London is Franco Mastrandrea. He was chairman of Northcroft Management Services Ltd. Robert L. Houser, also Cairo-based, is promoted to CEO of Hill TMG, a joint venture that is managing several development projects in Egypt. Michael J. Petrisko is elevated to senior vice president and chief information officer, up from vice president. Joining Hill as a vice president in its construction claims group in Irvine, Calif., is L. Adam Winegard. He was a vice president with URS Corp. Named as new vice presidents in various office locations are Max M. Shoura, Thomas L. Scully, Michael J. Brothers, Shawn Pressley, Miguel Gordon Tapia, Adel Merhi and Matthew J. Wills.
