The Shaw Group Inc., Baton Rouge, La., has announced several senior executive changes in its power group. Monty Glover is named to the new position of president of construction for the group’s nuclear and fossil and renewables divisions. He had been president of the former fossil division since 2007 and construction president of Shaw’s energy and chemicals group. Ron Barnes joins Shaw as president of the fossil and renewable divisions. He previously served as vice president of Duke Energy, with responsibility for project management and construction of the Cliffside Modernization Project in North Carolina. Also joining Shaw is Eli Smith as power group senior vice president of procurement. He was principal vice president and corporate manager of contracts and procurement for Bechtel Corp.
Parsons Brinckerhoff, New York City, has hired William Goldstein as senior adviser to lead its capital program advisory services unit. He was, most recently, deputy executive director for capital programs at the Port Authority of New York and New Jersey and also served as CEO of the New York City School Construction Authority.
Three former top transportation offiicials and executives have formed Spartan Solutions, a consulting firm that offers strategic advice on developing and managing complex transportation projects. Firm co-founders and partners are Mysore Nagaraja, former president of the New York City Metropolitan Transportation Authority’s capital construction company; James S. Simpson, former administrator of the Federal Transit Administration (FTA) from 2006 to 2008; and Sherry E. Little, former FTA deputy administrator and a former senior staff member of the U.S. Senate banking, housing and urban affairs committee. Also joining Spartan as an adviser-consultant is Salvatore Mancini, former president and CEO of Skanska USA Civil, New York City. Spartan is based in New York City, Philadelphia and Washington, D.C.
Michael J. Geppert has joined architect-engineer HDR, Omaha, as chief information officer. He is a former president of First Data Solutions, a division of First Data Corp., a payment processing firm based in Greenwood Village, Colo.
Parsons Corp., Pasadena, Calif. has named David Ludwin as vice president of business development for its water and infrastructure group. He had been regional business group manager in the southwest for CH2M Hill Cos. and also served as director of engineering for the Orange County, Calif., Sanitation District.
Houston-based engineer-contractor Mustang has promoted A.J. Cortez and John W. Dalton Sr. to newly created executive vice president positions. Cortez, formerly manager of Mustang’s upstream oil-and-gas business unit, now also has global oversight of pipeline, process plants and automation-control units. Dalton, previously manager of Mustang’s process and industrial business unit, adds oversight of the midstream business unit. Dalton is also 2009 chairman of the Construction Industry Institute’s executive committee.
RHYNE
Ken Rhyne has joined Urban Design Group, a Dallas architect and urban planning firm, as a principal. Based in Atlanta, he was director of special projects for Baker Barrios Architects, also located there. A Tuscarora Indian, Rhyne is also a member of the American Indian Council of Architects and Engineers.
Russ MacDonald is named regional director for North America in the water and power business group of engineer Halcrow, based in Tampa. He was vice president of the water business group at CH2M Hill Cos.
Griffith R. Morris has joined industry management consultant FMI as managing director of utility business development in Raleigh, N.C. He was senior vice president at Stone & Webster, a unit of the The Shaw Group Inc., Baton Rouge, La.
