Lisa V. Larrabee has been named president and CEO of Harris & Associates, a Concord, Calif., professional services firm, effective on Oct. 18. She succeeds Guy Erickson, who is retiring after 30 years with the firm, the last eight in those roles. Larrabee was senior vice president and environment planning division leader at ICF International, Fairfax, Va., and also served as COO of design firm Jones & Stokes before ICF acquired it in 2008.

Praj O. White has joined Manhard Consulting Ltd., Vernon Hills, Ill., as area manager in northern California. The change follows its Sept. 2 acquisition of Eureka, Calif.-based White Engineering, a civil and structural firm, of which he was founder and principal.

Vanasse Hangen Brustlin Inc., a Watertown, Mass., engineer-planner, has named David J. Manning senior vice president and head of its energy practice. He had been vice president and director of the New York City office of M.J. Bradley & Associates LLC, Concord, Mass., and also served as executive vice president of U.S. external affairs for National Grid.

Anthony F. “Tony” Leketa has been named president of Parsons Water & Infrastructure Inc., a unit of Parsons Corp., Pasadena, Calif. He had been installations and environment division director in the engineer-contractor’s federal government group. Leketa joined Parsons in 2005 after 35 years with the Army Corps of Engineers. Joseph P. McGonagle has joined the firm’s infrastructure and technology group, based in Washington, D.C. The firm declines to release his title or duties. He had been CEO of HNTB Federal Corp. and president of the federal unit at Black & Veatch.

Parsons Brinckerhoff, New York City, has hired John Murphy as chief financial officer. He replaces Richard Schrader, who was previously named chairman. Murphy had been vice president of Irving Transportation Services, a unit of Irving Group, one of Canada’s largest privately held conglomerates, says PB. He also served as executive vice president of finance for the engineering and construction division of KVAERNER ASA, which is located in London. PB is the professional services arm of Balfour Beatty plc, London.
