Linda Morrison has joined Golder Associates Inc., Atlanta, as director of federal projects. She had been chief of operations in the Savannah, Ga.-based district of the U.S. Army Corps of Engineers. Morrison also previously directed the agency’s national regulatory wetlands program in Washington, D.C., which had a staff of 1,300 at the time. This year, Morrison received the Steel Order of the de Fleury medal from the Army Engineers Association for leadership and service to the Corps’ civil-works program.

XL Insurance, the global insurance unit of XL Group plc, Dublin, has named David S. Hewett as executive vice president and William J. Mills Jr. as senior vice president of its surety division. Both are based in Baltimore. Hewett was executive vice president of Zurich North America Insurance, where he headed its domestic operations. Mills had been in Zurich’s contract surety group in an undisclosed management role.

The Boldt Co., an Appleton, Wis., contractor, has promoted Todd Brink to vice president of continuous improvement. Formerly director, he joined Boldt in 2007.

SmithGroup, a Chicago-based architect-engineer, has hired Tim Tracey as its design director for the architecture practice, responsible for its i-learning, health-care, and science-and-technology studios. He was associate principal at Krueck and Sexton Architects in the firm’s Chicago office.

Gilbane Building Co., Providence, R.I., has named Lemuel Sharp III as senior vice president and regional manager in Florida. The role follows the firm’s planned purchase of construction manager W.G. Mills Inc., announced on Nov. 15. Sharp was president of the Sarasota, Fla.-based firm. Under the transaction, which was completed on Dec. 1, Mills will operate as Mills Gilbane.

The Associated Builders and Contractors, Washington, D.C., has promoted Jason R. Daisey to chief financial officer; he had been vice president of finance. Daisey had been executive vice president and CFO of North Texas Public Broadcasting Inc.,Dallas, and vice president of finance and planning for PBS, Arlington, Va.

Jessie Robertson has been named a principal of architecture, planning, and design firm RTKL based in its Los Angeles office. She is formerly associate vice president and director of business development at HGA Architects, also based there. A founding board member of the Lean Construction Institute’s Los Angeles chapter, she is the 2011 president-elect of the Southern California Development Forum. In her new position, she is responsible for health-care business development in the western U.S.

WSP Flack + Kurtz, the New York City design firm, has named Tom Marseille as managing director of its Seattle office, effective on Jan. 1. He succeeds Henry Di Gregorio, who is stepping down. Marseille, who was senior vice president, joined the firm in April. He had been managing principal at Stantec Consulting.

Joseph D. Ludovici has been elevated to director of the U.S. Defense Dept.�s Joint Guam Program Office (JGPO), which is supervising the estimated $11-15 billion construction effort to relocate more than 18,000 U.S. Marines, family members and others from the Japanese island of Okinawa to Guam. Formerly deputy director, he succeeds David F. Bice, a retired Marine Corps general who is stepping down as JGPO executive director. Bice, in that role since 2007, also is a former Marine Corps inspector general and base commander in Hawaii and Camp Pendleton, Calif. Ludovici, who has been a JGPO executive since 2006, is a 25-year veteran of the U.S. Navy Civil Engineer Corps and former commander of the Navy�s public works center in Guam.
