Douglas Eckmann has joined TKW Consulting Engineers Inc., Fort Myers, Fla., as chief operating officer and engineering manager. He previously served as vice president and senior program manager at AECOM Technology Corp. TKW, which specializes in civil, structural and environmental engineering and mapping services, is a woman-owned firm founded in 1989. 

ECKMANN
PC Construction Co., South Burlington, Vt., has elevated Kevin McCarthy to president and CEO, effective on April 1. Now executive vice president, he will replace Peter Bernhardt in those roles. Bernhardt will become chairman, replacing Jim Pizzagalli, son of the contractor's founder, who remains a board director. McCarthy joined PC Construction in 1998. Bernhardt is a 37-year company veteran. PC Construction, which specializes in environmental infrastructure construction, ranks at No. 157 on ENR's list of the Top 400 Contractors, with $355 million in 2011 revenue.

Design firm LEO A DALY has named Stephen C. Wright as managing principal. Based in Washington, D.C., he was most recently a principal at architect Perkins Eastman. Wright will oversee firm work domestically and internationally.

BREMM
Global chemicals maker BASF has appointed Dirk Bremm as senior vice president of construction chemicals Americas, to lead operations in North and South America. He is based in Beachwood, Ohio. Previously, he was in the same role for BASF's construction chemicals division in Europe. The global business unit is a leading supplier of industry products that include admixture systems, cement additives, grouts and waterproofing solutions. It had global sales of $2.9 billion in 2011, says BASF.

AECOM Technology Corp. has named Andrew D. Peters as senior vice president and chief safety officer to head the firm's worldwide safety, health and environment (SH&E) activities. He had been vice president of SH&E at Parsons Corp. and also senior vice president of safety at Dick Corp. Tishman Construction Corp., an AECOM division, has hired William Palmer as executive vice president and director of strategic alliances for North America, a newly created position, according to the firm. He was vice president of business development and strategic alliances for Hunt Construction Group Inc. AECOM acquired Tishman Construction in 2010. 

U.K.-based engineer Atkins has named L. Joe Boyer as CEO of its Tampa, Fla.-based North American region, effective on March 18. He had been president of the federal division at Shaw Environmental & Infrastructure Inc., based in Austin since spring 2012, says Atkins. The role was previously held by Bill Winkler since 2005. The Shaw Group, the Baton Rouge, La.-based parent of Shaw E&I, was acquired by Texas-based global engineer-contractor CB&I Inc. at the end of 2012. In the role, Boyer will replace L. Dean Fox, a retired U.S. Air Force major general, who is also retiring from Atkins.

Colin P. Blaney has joined ZFA Structural Engineers as an executive principal. Based in San Francisco, he had been a principal at Crosby Group, a San Mateo, Calif., design-build firm. Blaney also is president-elect of the Structural Engineers Association of Northern California.

VASSILIADIS
Rosemary A. Vassiliadis has been promoted to director of the Clark County Dept. of Aviation, Las Vegas. She had been deputy director since 1997 and succeeds Randall H. Walker, who is retiring on June 3. The county's assets include McCarran International Airport and four smaller, general aviation airports in southern Nevada. Her appointment is scheduled for ratification by the county commission on March 5.

Elie Homsi has joined Parsons Corp. as a senior vice president, ENR has learned. Formerly a senior vice president of engineering services at Flatiron Construction Co., he now is based in Westiminster, Colo. Khaled Naja also has joined Parsons as a vice president and area manager in its aviation division. In this capacity, he will serve in Doha, Qatar, as deputy program director for the new Doha International Airport North Terminal project. Prior to joining Parsons, he was chief operating officer for the Chicago Dept. of Aviation.

MANTLE
Jason Mantle, a 20-year veteran of contractor The Korte Co., has been promoted to chief operating officer. He had been vice president of preconstruction. The contractor, founded in 1958, specializes in design-build and construction management. It is based in St. Louis.

Business consulting firm ZweigWhite has hired Chad Clinehens as executive vice president and chief operating officer. He was chief marketing officer and chief strategy officer at Garver.
