ENR MidAtlantic is excited to announce this year’s group of regional Best Project winners, with 33 projects awarded in the main categories.
In addition to the 2023 main category winners found in the list below, the Best Projects safety and sustainability awardees, which are juried by a separate group of safety and sustainability experts, will be announced soon in the ENR MidAtlantic free e-newsletter. Finalists for this year’s ENR MidAtlantic Project of the Year will also be announced soon.

Judges’ selection for this year’s regional Project of the Year from the category winners listed below will be announced in the October issue of ENR MidAtlantic and at the ENR MidAtlantic Best Projects awards event on Nov. 2 in Baltimore. This year’s winning projects in the main categories will also be profiled in depth in the October print issue of ENR MidAtlantic.
Two panels of industry judges reviewed 70 regional projects located in Delaware, Maryland, Pennsylvania, Virginia, West Virginia and the District of Columbia. Projects were evaluated based on project team ability to overcome challenges, contribution to construction industry innovation and best practice, community impact, safety and construction and design quality. Due to the large number of entries, we can only cite a fraction of projects entered each year, so we encourage project submittals for next year's award consideration!
This year’s judges for the main categories were Stuart Meurer, president and CEO of Windover Construction; Brian Neckermann, senior project manager at the Walsh Group; Robert Penny, national director of continuous improvement at Skanska; Irena Savakova, vice president and global design principal at Leo A Daly; and David Wissmann, vice president, construction management & inspection services at Development Facilitators Inc.
Judges could select any combination of Best Project-level and Award of Merit category winners. In some categories, judges decided not to make an award.
